Business Analyst - Transit Digital Property Review Team

Total Systems on behalf of BC Transit in British Columbia Canada, is requesting a 2-person Remote Project Team to enlist the capabilities and features of:

a) Performing an audit/review of how all its website,intranet and extranet are interacted with by its stakeholders;

b) Conducting interviews and building documentation to gain a clearer understanding of processes, dependencies, and impact;

c) Finalizing documentation into a comprehensive summary;

d) Provide a consultant to offer recommendations regarding best practice covering: user experience, information architecture, website design, and development.

e) Combine best practice with the results of the internal audit to devise an action plan with tiered priorities where BC Transit can evolve.

It is anticipated that there will need to be two different members of this team with specializations in business analysis, and UX/IA, who will work together to compile and hand off the information from one to another.

4.2 Objectives

Through the delivery of the Services, the Contractor must use commercially reasonable efforts to achieve the following:

  • Gain a clear understanding of BC Transit’s intranet, extranet, and public-facing website’s digital frameworks and how they impact both staff and the public;
  • Conducting interviews, meetings, and working sessions on how all BC Transit’s website stakeholders are interacting with these properties
  • Determining all major dependencies that BC Transit’s digital properties have on their operations, including impact analyses
  • Providing documentation clearly articulating all process, dependencies, and impacts
  • Enlist a consultant with user experience, information architecture, website design and development knowledge to review BC Transit’s digital properties alongside the results of the audit.
  • Have the consultant propose an action plan that combines current needs with digital best practices for BC Transit to follow for a future development consideration.

4.3 Service Requirements

Project Teams must be able to describe the recommended approach and work plan regarding the services they will provide.

  • Clearly distinguishing the tasks that will be undertaken.
  • The ability work independently to engage BC Transit’s stakeholders and Digital Experience Manager to retrieve the information.

4.4 Consultant Qualifications

The Consultant will be responsible for ensuring all work is carried out by personnel and/or sub consultants holding appropriate accreditation, licences, certification or registration in business analysis, web design and development, user experience, information architecture.

Personnel should also have experience working on projects within the transit industry and working with large public organizations that service a wide array of different needs. All work will be appropriate for the intended purpose, demonstrate the application of due diligence in the planning process and promote cost effective outcomes in compliance with the relevant industry standards, policies and laws applicable to the project and jurisdiction.

It is expected that this project will require at least two individual specializations: Business analysis and Website design best practice. Qualifications for each are as follows:

Senior Business Analyst:

  • 5-8 Years of experience with core BA capabilities: business analysis, facilitation, project management, business process improvement and re-engineering, defining and documenting, writing proposals
  • 3-5 Years of experience in Project Management experience, managing large/complex projects for public organizations
  • Strong experience with Stakeholder and Relationship Management
  • Excellent negotiation, communication, presentation, problem solving and conflict resolution skills
  • Degree, diploma, certification or equivalent in computer science, business administration technology or a related field OR;
  • An equivalent combination of education and experience may be considered.

Web Design Consultant:

  • 5-8 Years experience collaborating with clients and stakeholders on website design
  • Conceptualizing practical ways to implement user-friendly and visually appealing interfaces.
  • Integrating data, applications, images, videos, and plugins.
  • Strong implementation experience – gathering & interpreting business requirements, designing and documenting technical solutions.
  • Create organizing principles, user flows and site maps.
  • Sketch, wireframe, design and prototype user experience solutions.
  • Proven expertise driving existing architectures to new solutions and leading modernization initiatives
  • Excellent written and verbal communications, planning, problem-solving, and analytical skills
  • Ability to synthesize complex information and issues with clarity and to effectively resolve conflicts among diverse stakeholders
  • Ability to facilitate, influence, and persuade others towards common goals
  • At least 5 years experience in website design consultancy.
  • In-depth knowledge of new technologies and trends in website design.
  • Experience working for large transit organizations preferred
  • Bachelor's degree in computer science with coursework in web development, user experience, information architecture, software engineering, or similar.

Both team roles should be prepared to provide several examples of recent work and projects they’ve done.

It is estimated that the work term will start on November 24, 2022 to November 24 2023

Job Type: Full-time

Salary: Up to $85.00 per hour
