General Statement of Job

Under general direction, reviews building permit applications for completeness, performs plan review for proposed construction of accessory projects such as decks, swimming pools, signs, and use applications to ensure compliance with applicable codes and guide lines. Work involves reviewing building permit applications, building plans and construction documents for completeness, identify missing documents, deficiencies in applications and building plans, discussing problems and deficiencies with permit applicants, and providing technical expertise and information. Employee is also responsible for interpreting, explaining and researching applicable codes relating to construction projects. Reports to the Deputy Building Official.

Special Duties & Responsibilities

  • Conducts reviews of building permit applications, building plans and related documents for completeness.
  • Conducts reviews for accessory structures such as decks, swimming pools, signs, use applications to ensure compliance with applicable building codes, fire and life safety codes and other applicable laws, regulations or standards; initiates any actions necessary to correct any deviations or violations.
  • Researches code issues, as needed.
  • Performs field inspections of projects sites in emergency situations or as otherwise required for clarification of project plans.
  • Calculates and records permit fees and related information.
  • Contacts applicants to discuss deficiencies and resolutions of problems; discusses disapproved items, regulatory requirements, or problems areas with permit applicants, property owners, architects, engineers, contractors, and other individuals.
  • Provides technical assistance and information concerning codes, requirements, deficiencies, violations, and related issues; responds to questions or complaints; assists inspectors or other staff members with technical issues, as needed.
  • Prepares or completes various forms reports, correspondences, plan/ modifications, research reports, brochures, or other documents.
  • Receives various forms, reports, correspondence, construction plans, blueprints, engineering reports, architectural reports manufacturer specification, installation guides, technical publications, amendments, codes standards, rules regulations, manuals reference materials, or other documentation; reviews completes, processes forwards or retains as appropriate.
  • Operates a computer to enter, retrieve, review or modify data, review plans , verifies accuracy of entered data and makes corrections; utilizes word processing, database, spreadsheet, or other programs; performs basic maintenances of computer system and office equipment, such as backing up data or replacing paper, ink or toner.
  • Maintains files/records of construction plans and other documentation associated with work activities.
  • Communicates with supervisor, employees, other departments, permit applicants, property owners, contractors, architects, engineers, manufacturers, general public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Attends various meetings, as needed.
  • Maintains a comprehensive current knowledge of applicable codes and standards; maintains an awareness of new methods, materials professional affiliation, attends workshops and training sessions as appropriate.
  • Performs general administrative tasks, which may include answering telephone calls, entering information into computer, making copies, sending, filing documentations, or processing incoming/outgoing mail.
  • Performs other related duties as required.

Minimum Training & Experience

Vocational/technical training in construction plan review, general building construction or building inspection supplemented by three (3) years of previous experience and/or training that includes construction plan review, general building construction and code interpretation or any equivalent combination of education training, and experience which provides the requisite knowledge, skills, and abilities.

Must possess or have the ability to possess the following certifications from the Department of Housing and Community Development within 18 month of hire - Building 1 and 2 Family and Residential Building Plan Review.

Must possess a valid driver’s license from the Commonwealth of Virginia.

Special Requirements

  • Knowledge of the policies, procedures, and activities of the County and departmental practices as they pertain to the performance of the duties relating to the position of a Plan Review Technician.
  • Knowledge of the principles, practices, procedures and methods associated with review of construction plans and related construction documents for compliance with applicable codes.
  • Knowledge of terminology, principles, and methods utilized within the department.
  • Knowledge of codes, laws ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position.
  • Ability to comprehend, interpret, and apply regulations, procedures, and related information.
  • Ability to keep abreast of any changes in policy methods, computer operations, equipment needs, policies etc., as they pertain to department operations and activities.
  • Ability to effectively communicate and interact with permit applicants, contractors, architects, supervisors, members of the general public and all other groups involved in the activities of the department.
  • Ability to assemble information and make written reports and documents in a concise, clear and effective manner.
  • Ability to use independent judgment and work with little direct supervision as situations warrant.
  • Ability to demonstrate knowledge and proficiency with computers.
  • Ability to read understand and interpret construction related documents, blue prints, drawings, specifications and related materials.
  • Ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; ability to calculate surface areas, volumes, weights, and measures; may include ability to perform mathematical operations involving basic algebraic principles and formulas, and basic geometric principles and calculations.
  • Ability to deal with people beyond giving and receiving instructions.
  • Must be adaptable to performing under minimal stress when confronted with an emergency.
  • Ability to communicate professionally and respectfully.
