Major Functions

The County of Volusia is seeking a Building Inspector I/II for the Building & Code Administration Division. This position is located in DeLand, Florida and will be responsible for technical work consisting of field inspections during construction, alteration, or repair on all types of structures to enforce Code and Ordinance compliance. Inspections include a single or combination of disciplines (building, electrical, mechanical, and plumbing inspections).


Illustrative Duties

  • Performs field inspections on buildings and other structures during the course of installation, erection, alteration, repair, or throughout construction to determine conformity of entire structure with prior approved plans, and compliance with all pertinent Codes and Ordinances.
  • Determines, during field inspections, whether required permits have been issued, and that required tests and documentation are adequate.
  • Calls for additional testing and proper documentation as necessary to ensure structural safety.
  • Performs final inspection on permitted structures to determine compliance with applicable County codes prior to issuance of a Certificate of Occupancy.
  • Communicates with the public and answers technical questions or refers customer to the proper agency/person.
  • Ensures contractors are properly licensed during field inspections and investigates complaints of activity by unlicensed contractors.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Building Inspector I
($24.63 - $42.62 Hourly; dependent upon certifications possessed and experience)
Must possess a minimum of one (1) Florida Department of Business and Professional Regulation (DBPR) Standard Inspector License as a Building, Plumbing, Mechanical, Electrical or Residential Inspector OR Must have the ability to and obtain one (1) DBPR Provisional Inspector License as a Building, Plumbing, Mechanical, Electrical or Residential Inspector must be able to obtain a certification within 6 months Per Fl. Statue 468.609 and as a condition of continued employment, obtain DBPR Standard Inspector License within 12 months from the approval date of the Provisional License.
Building Inspector II
($25.78 - $44.78 Hourly; dependent upon certifications possessed and experience)
Must possess a minimum of three (3) Florida Department of Business and Professional Regulation (DBPR) Standard Inspector Licenses as a Building, Plumbing, Mechanical or Electrical Inspector OR a Residential Inspector License and one additional Inspector License in any of the four categories listed above.

All Building Inspectors:
Must maintain Standard Inspector License(s) with the Florida Department of Business and Professional Regulation (DBPR) in the Current and Active Status as a condition of continued employment.

Must possess and maintain a valid Florida driver's license at the time of hire.

Knowledge, Skills & Abilities

  • Knowledge of the Florida Building Code.
  • Ability to recognize faulty construction or hazardous conditions.
  • Ability to read and interpret building construction plans and specifications.
  • Ability to apply codes and regulations firmly, tactfully and impartially.
  • Ability to maintain records and to prepare and submit reports.
  • Ability to establish and maintain effective working relationships with employees, contractors, engineers, architects, suppliers and the general public.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.

ADA REQUIREMENTS:

Physical Demands: Ability to push, lift and pull up to 10 lbs. Light work, which may require walking or standing to a significant degree. May be required to climb, balance, stoop, kneel, crouch, reach, finger; talk by expressing or exchanging ideas by means of spoken word; hear by perceiving nature of sounds by ear; see impressions through the eyes. Visual acuity (peripheral vision and depth perception) necessary to operate a motorized vehicle.

Environmental Demands: Both inside and outside work. Exposure to inclement weather including rain, heat, humidity, cold. Limited exposure to dust, fumes, odors, noise.

Mental Demands: Mathematical ability dealing with geometry, algebra and shop math. Reading technical and legal statutes, manuals, procedures, literature related to field of expertise; maps, layouts, plans and blueprints; memos, reports, abstracts and summaries. Writing clearly and concisely relaying information, data, details and opinions. Speaking extemporaneously on variety of subjects.
