We currently have an open position for a Budget Analyst at our Retirement Housing Foundation – Corporate Office located in Long Beach, CA.

JOB DUTIES:

Scope of duties:

• Prepare annual operating budgets for assigned facilities.
• Prepare annual capital needs analysis for assigned facilities.
• Research HUD questions and prepare a written responses.
• Analyze and negotiate with HUD and Contract Administrators’ responses, decisions, and appeals on the budgets.
• Interface with governmental agencies, project management, local Boards of Directors, and RHF management for approval of the budget.
• Responsible for: preparation of internal reports and maintain documentation of the approved budgets, review, and recommendation of appeals of the approved budget; preparation of special reports requested by RHF management;
• Keep abreast of HUD and all federal, state, and local agencies’ new policies, procedures, and regulations relating to rents and budgeting.
• Train facility managers on budget procedures.
• Assist in the set-up and maintenance of a wide range of system functions in Oracle Fusion Cloud
• Assist with implementation of Oracle Planning Module (PBCS)
• Creation of ad-hoc reports using OTBI and Smartview

REQUIREMENTS:

• Four-year degree in Business Administration/ Accounting / Finance / Economics or equivalent experience.
• Budget preparation experience preferred.
• Accounting experience preferred.
• HUD or governmental agencies’ experience preferred.
• Working knowledge of Oracle PBCS (Hyperion) module
• Working knowledge of Oracle BI and Smartview Report Writer
• Proficient in Excel, Word, and Windows.
• Strong verbal and written communication and analytical skills.
