General Information

This is responsible financial work in planning, preparing and administering the annual budget and in conducting special analyses and research.

EXAMINATION: IMPORTANT NOTICE TO APPLICANTS. READ CAREFULLY. No written or oral examination will be required. Requirements

MINIMUM QUALIFICATION REQUIREMENTS : Attainment of a minimum of bachelor's degree from a recognized college or university in accounting, finance, economics, business administration or closely related field, and a minimum of one year experience in budget preparation or analysis; or a combination of education and experience equivalent to these requirements.

ESSENTIAL REQUIREMENTS OF THE WORK
: Good knowledge of the principles and practices of public administration; good knowledge of budgeting, personnel and manpower planning; good knowledge of cost accounting principles; good knowledge of statistical financial analysis principles, methods and techniques; good knowledge of budgetary procedures and record keeping practices; ability to utilize current computer applications; ability to create and manipulate data through the use of computerized spreadsheets; ability to collect, evaluate and interpret data, either in statistical or narrative form; ability to gather pertinent facts, make thorough analyses and arrive at sound management conclusions; ability to prepare clear and comprehensive reports and fiscal statements; ability to communicate effectively, both orally and in writing; ability to establish and maintain effective working relationships with public officials, other employees and the general public.

Description

EXAMPLES OF WORK : (Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.) Collects data and prepares tables; performs special analyses and research of program work loads, costs and unit costs; makes studies or utilizes existing studies to prepare, review and execute the annual budget; recommends areas to be discussed at budget hearings; controls the adopted annual budget and operating budget through periodic review and comparison of budget items, histories and expenditures; assists in establishing program budgets within operating departments; utilizes organizational breakdowns and other management techniques; attends meetings and seminars; evaluates departments' fiscal status by reviewing financial matters, controlling daily expenditures and checking certifications of new employees against budgetary limits; prepares charts, graphs, organizational charts and financial analysis; performs related work as required.

DISTINGUISHING FEATURES OF THE WORK : An employee in this class is responsible for developing the annual budget by making preliminary reviews of budget proposals, collecting data, preparing tables and performing special analyses and research of programs. Work is performed under the general supervision of the Budget Officer with considerable latitude for independent judgment in accordance with established guidelines and procedures. Supervision may be exercised over other employees as assigned.

MEDICAL EXAMINATION: Eligibles selected for appointment must meet the established medical and physical standards for the class of work. The medical examination must be by one of the physicians designated by the Personnel Board. Appointees must bear the cost of the examination.

The Mobile County Personnel Department reserves the right to limit the number of applicants summoned for interview. In such instances, a preliminary appraisal of qualifications, as indicated by the completed application, will be utilized as a guide in the selection of candidates to be summoned.

A “Practice Test Seminar” is held in the Personnel Department Office, 1809 Government Street, Mobile, Alabama, at 9:00 a.m. on the third Wednesday of every month. The purpose of these seminars is to acquaint applicants or interested citizens with design format and procedures utilized by the department in its administration of written test selection devices. Inasmuch as testing facilities are limited, the seminars will be on a first come, first served basis, as long as space remains available.
