General Statement of the Job & Essential Functions

Under general supervision, this position is responsible for implementing, coordinating and managing the department's body-worn camera program. Reports to Police Chief.


ESSENTIAL JOB FUNCTIONS

Provides overall maintenance of the body worn camera system and its components. Assigns and maintains user accounts, permission levels, equipment, and overall inventory for the body worn camera system; provides user support, documentation, training, and troubleshooting assistance; ensures automation of the retention schedule with the remote digital storage system. Maintains records and compiles information for internal investigations. Coordinates resources and serves as a liaison with all external vendors relating to systems.

Performs technical work utilizing the department's audio video systems to capture camera footage from crime scenes. Provides audio/visual services and training support and ensures the preparation and release of video material for department and local media usage and court case presentations, to include video dubbing, editing, standards conversion, pre-processing, compression and quality testing. Acquires and maintains a broadcast news segment library. Maintains inventory of computer equipment and supplies and related video editing software; assists with the selection, research and testing of new or updated related computer applications and hardware.

Performs other duties as assigned.

Knowledge, Skills & Abilities

Technology – General knowledge of audio/visual surveillance systems and software, body camera systems, firearms and firearm imaging systems. Knowledge of modern methods, concepts, practices, and principles related to video production and editing techniques, body camera technology and firearm database technology.

Law Enforcement – Basic knowledge of laws, legal codes, court procedures, precedents, government regulations, and the democratic political process.

Customer Service - Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.

Interpersonal Relationships – Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments , organizations and vendors.

Judgment/Decision Making – Evaluates the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters. Considering the relative costs and benefits of potential actions to choose the most appropriate one.

Critical Thinking – Uses logic and reasoning to understand, analyze, and evaluate complex situations and then to research information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to the situation.

Communication – Ability to effectively communicate ideas, to include the preparation of reports and logs. Ability to listen and understand information and ideas being presented verbally and in writing. Ability to handle a variety of customer service issues with tact and diplomacy and in a confidential manner.

Time Management - Ability to establish and implement effective administrative programs and procedures. Ability to plan and organize daily work routine. Establishes priorities for the completion of work in accordance with sound time-management methodology.


Education, Experience & Special Requirements

Requires an Associate degree in Criminal Justice, Information Technology or a related field, and 2-4 years of directly related experience; or an equivalent combination of education and experience. Prior law enforcement or investigation experience is preferred.

Requires a comprehensive background investigation to include a local, state and federal criminal history check; and a sex offender registry check.

A valid driver's license with an acceptable driving record.

This position requires pre-employment medical evaluation and substance abuse testing and is subject to random alcohol and controlled substance testing.

Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions to interpret an extensive variety of technical instructions in mathematical or diagrammatical form and deal with several abstract and concrete variables.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently.

Numerical Aptitude: Requires the ability to utilize mathematical formulas, to add and subtract, multiply and divide. Must be able to utilize decimals, percentages and interpret graphs.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Does not require the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with persons acting under stress.

Physical Communication: Requires the ability to talk and/or hear: (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear).

Physical Requirements: Requires the ability to exert light physical effort in sedentary to light work. Some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (15-25 pounds). Tasks may involve extended periods of time at keyboard or work station.
