One current vacancy with the Tulare County Board of Supervisors in Visalia. Position may be filled at either the I, II or III level, depending on experience. This is an At-Will position and this recruitment can close at any time without notice.

Specifically for this recruitment: Under direction, performs administrative and related support work for members of the Board of Supervisors.

Board Representatives serve as at will employees and are selected by and serve at the discretion of the Board of Supervisors.

Board Representative incumbents work under the supervision of the Chief of Staff.

Typical Duties

Incumbents perform administrative support functions, represent the Supervisor with constituents, the public, and County departments, and perform administrative and analytical support work. Assignments are of a confidential and sensitive nature and require a close working relationship with the Supervisor.

Responsibilities for Board Representative positions include administrative support work, research and information gathering, and extensive communication with constituents, County departments, and other stakeholders.

Board Representative II and III level positions include research and analysis of issues brought to the Board, report writing and letters of support/opposition for legislative items, supporting Supervisors at committee meetings, content creation for the County Main and Board of Supervisors website and social media accounts, research and write policy at the Board’s direction, and provide recommendations on issues that come before a Supervisor from constituents, the public, and County departments.

Samples of Duties:
  • Performs administrative support work including scheduling appointments, conferences and meetings; proofreading, editing and assuring correspondence and reports are grammatically correct; independently composing letters and correspondence; maintaining confidential files; screening documents, messages and inquiries requiring prioritizing and routing to appropriate staff.
  • Provides Supervisor representation with the public.
  • Acts as a liaison with the County Administrative Office, County departments and other agencies when responding for the Supervisor on constituent inquiries or researching assignments. Expedites responses for the Supervisor in conformance with established protocols.
  • Conducts basic research and provides information needed for evaluation and decision-making by the Supervisor on issues or legislation that come before the Supervisor from constituents, the public, County departments and at Board meetings.
  • Take on projects as assigned by the Chief of Staff and be required to take responsibility for finished projects and adherence to deadlines.
  • May assist in the design and development of procedures and proposals to implement Board policy decisions in specified areas
  • Assist in the facilitation of Board of Supervisor activities and policies
  • Incumbent must provide quality customer service and communicate clearly, confidently, and persuasively to a variety of audiences from different socio-economic and cultural backgrounds and belief systems. Managing constituent calls/casework, attending events (when directed), and items from public officials are all considered important public relations functions of this position; incumbent may act as ombudsman for Supervisors in coordinating routine inter-departmental administrative functions.
  • Incumbent may be called upon to assist with items related to surveys/reports, monitor and respond to electronic correspondence and emails, prepare and finalize proclamations, certificates, and other awards, finalize and arrange for publication of documents.

Employment Standards

Education: Graduation from college with a bachelor’s degree in public or business administration, communications, political science, or related field, or comparable experience acceptable to the Board of Supervisors.

Experience
:
Level I: Two (2) years of increasingly responsible administrative/broad public relations staff support in a public or private agency.
Level II requires: One (1) additional year of work experience with a public agency, commission, elected official, or policy board.
Level III requires: Two (2) additional years of work experience for a public agency, commission, elected official, or policy board.

Knowledge of
  • Current office practices and procedures in an executive office environment
  • Organization and structure of government agencies and Supervisor’s priorities and goals
  • Effective customer service
  • Computer software including word processing and spreadsheets
  • Public policy issues and trends affecting the community and County government
  • Federal, state and local rules, regulations, policies and procedures affecting County operations
  • Correct language usage, vocabulary, spelling, and punctuation, bi-lingual a plus, but not required.
Skill/Ability to
  • Maintain active loyalty and a close working relationship with different Board Members
  • Practice transparency with discretion
  • Must be a self-starter and independently follow work to completion in a cross-functional team environment and organize work, establish priorities, layout complex work assignments to maintain good workflow
  • Understand, interpret, and apply department rules, regulations, policies, and procedures
  • Ability to exercise appropriate judgment answering questions and releasing information along with reviewing and projecting consequences of decisions and/or recommendations
  • Establish and maintain cooperative working relationships at all organizational levels, as well as with other agencies and the public
  • Respect multiple programmatic and functional perspectives and build relationships, coalitions, and alliances internally and externally in order to achieve program goals. Recognize and maintain confidential information and materials
  • Research and prepare clear, concise, and comprehensive reports, summaries, correspondence, and other documentation
  • Interpret and explain Board policy and actions
  • Tactfully screen telephone calls and handle complaints from public or refer to proper authority
  • Demonstrate and maintain a high degree of maturity, integrity, loyalty, accountability, good judgment and strict confidentiality

Additional Information

Conditions of Employment:

  • Possession of, or ability to obtain, an appropriate, valid California driver's license.
  • Candidates selected will be required to pass a pre-employment drug and alcohol screening. Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.

  • Some job classes may also require a physical exam.

Benefit Amount: An annual benefit amount is provided and may be applied towards health insurance premiums (medical, dental, vision, life and long-term disability). This benefit is pro-rated and paid on a pay period basis (24 pay periods).

Health Insurance: A choice of PPO and HMO medical plans which include PPO and HMO dental plans and include dental and vision coverage. Dependent coverage is available. Providers include Anthem Blue Cross, Kaiser Permanente, Delta Dental, and Vision Services Plan (VSP).

Retirement: The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave: 12 set days and 1 personal holiday.

Vacation Accrual:
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual: 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation: A voluntary deferred compensation plan is available.
