Overview:
This position is responsible for providing expert technical support to Battelle and Pacific Northwest National Laboratory’s Environmental Protection and Regulatory Programs Group as the Biological Resource Management compliance expert. Responsible for providing technical support to the Lab's compliance programs and will work as a directorate point of contact for environmental issues to ensure project compliance. Provides high quality technical information to project and line management and is an active participant in the broader environmental mission of the Laboratory. This role as a subject matter expert (SME) in an Environmental focus area (e.g., ESA, MBTA; etc.) developing policy, procedures and tools to implement external regulatory requirements.

Responsibilities:
  • The Biological Resource Management specialist works closely with the NEPA Program, the Cultural Resources Management Program, the Environmental Research Permitting Program and supports PNNL compliance with the Endangered Species Act (ESA), Marine Mammal Protection Act (MMPA), Migratory Bird Treaty Act (MBTA), Chapter 17.10 of the Revised code of Washington, and other related Federal, State and local regulations. This program is managed in accordance with the requirements of the Department of Energy-Pacific Northwest Site Office (DOE-PNSO) Cultural and Biological Resources Management Plan for activities on the PNNL Richland and PNNL Sequim campuses, in accordance with the DOE.
  • RL Hanford Site Biological Resources Management Program for activities conducted on the Hanford Site, and in accordance with all applicable statutes and regulations at all other off-campus locations.
  • The incumbent serves as one of the principal contacts for interface and coordination with internal environmental permitting, and with external regulatory agencies; the Department of Energy; Hanford contractors; and other stakeholders to assure a coordinated, balanced, and fully compliant approach for PNNL activities. Duties include supporting and documenting compliance with regulations and permits, assessment of environmental impacts or effects, leading consultation activities with external agencies, and preparing technical reports and procedures.
  • This position will determine the proper level of Biological Resources analysis required for proposed projects or activities, prepares and reviews biological consultation documents that are transmitted through DOE-PNSO to the Department of the Interior, U.S. Fish and Wildlife Service and the Department of Commerce National Oceanic and Atmospheric.
  • Administration, National Marine Fisheries Service. May also serve as a Task Manager providing technical leadership to maintain Laboratory compliance through policy formulation and implementation, providing strategic and detailed technical support to both Research and Development and Facilities and Operations staff.
  • The incumbent will be responsible for conducting ecological assessments, habitat surveys, weed control, and wildlife survey work on both PNNLs RIchland Campus and PNNls Sequim, Washington Campus.
  • The incumbent will be responsible for making technical and process recommendations of how the biological programs are implemented, including actions to reduce risk and to improve program efficiency. The position responsibilities involve developing, monitoring, and analyzing program performance to assess the overall status of the PNNL Biological Resources program.
  • Incumbent will train under current Biological Resource specialist and learn the duties of the position in order to successfully implement this program on behalf of PNNL.
  • Incumbent will be required to successfully complete applicable PNNL training courses as assigned.
Qualifications:
Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience
Preferred Qualifications:
  • Bachelor of Science degree (Environmental Sciences, Biology, Chemistry, or equivalent).
  • Incumbent will be knowledgeable of Federal, State and local environmental regulations.
  • Knowledge of environmental requirements including National Environmental Policy Act, Endangered Species Act, Migratory Bird Treaty Act, provisions of the Magnuson-Stevens Fishery Conservation and Management Act relating to essential fish habitat, Marine Mammal Protection Act, and Washington state agency permits (e.g., Hydraulic Project Approval).
  • Strong customer service, leadership and interpersonal skills (e.g., diplomacy, conflict resolution, ability to motivate others, ability to communicate requirements clearly both orally and in writing, team player, responsive to customer needs).
  • Demonstrated experience in the application of biological resources requirements in a Research and Development organization. Demonstrated experience with research processes, field research, and related biological/ecological effects from research related activities.
  • Demonstrated experience as a member of multidisciplinary teams for large complex projects; working knowledge of DOE requirements and procedures for NEPA and Biological Resources compliance.
