Work Schedule: 8:00 PM – 5:00 PM; Monday – Friday

Location: Engineering Dept – Government Center, Camden, S.C.

GENERAL DESCRIPTION OF CLASS


The purpose of the class is to assist the Engineering Department and the County Engineer with technical reviews and inspections to determine conformance with Kershaw County Standards.


The Incumbent regularly attends periodic meetings with supervisors as necessary to keep abreast of activities and information regarding regulations, standards, policy, and related information.


This position is under the general supervision of and reports directly to the County Engineer. This position regularly interacts with other governmental agencies, utility contractors, Developers, Engineers, other County Departments and the general public. This position may be assigned special projects and other responsibilities as required.


ESSENTIAL TASKS


The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.


Review of Construction Documents to determine conformance to Kershaw County Standard Specifications, Standard Details and Development regulations. May review for conformance with Stormwater requirements of Kershaw County and SC Department of Health and Environmental Control (SCDHEC) including the County’s NPDES Permit.


Review As-Built or Record Drawings for project closeout requirements.


Perform periodic inspections of construction activities for projects including roads, drainage, stormwater, and sanitary sewer systems and perform Final Inspections as needed for same.


Receives and responds to inquiries, concerns, complaints and requests for assistance from customers and the general public regarding areas of responsibility.


Must work with customers as needed or directed to assist on the resolution of complaints and other issues that may come up.


Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, attending meetings, entering and retrieving computer data, copying and filing documents, answering the telephone, etc.

Attends meetings, training, seminars, etc., as appropriate to enhance job knowledge and skills.


Provides input as requested to the County Engineer for preparation of the annual budget for the Engineering and Sewer department.

DATA INVOLVEMENT:


Requires planning or directing others in the sequence of major activities and reporting on operations and activities which are very broad in scope. Requires knowledge of personal computer equipment. Competence in the use of Google Office for word processing and spreadsheets is preferred.

Requires interaction with coworkers and customers, maintaining harmonious relations and promoting a positive image of Kershaw County.


COGNITIVE REQUIREMENTS


REASONING REQUIREMENTS:


Requires solving both people- and work-related problems.


MATHEMATICAL REQUIREMENTS:


Requires using mathematics involving the practical application of fractions, percentages, ratios and proportions; or measurements, logarithmic or geometric construction. May use algebraic solutions of equations and inequalities; descriptive statistics; deductive geometry, plane and solid, and rectangular coordinates; mathematical classifications or schemes.


LANGUAGE REQUIREMENTS:


Requires reading technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form.


MENTAL REQUIREMENTS:


Requires the application of principles and practices in a wide range of technical methods in the performance of daily duties and the solution of technical problems. Requires general understanding of operating policies and procedures and the ability to apply these to problems.


VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION


VOCATIONAL/EDUCATIONAL PREPARATION:


Bachelor's Degree in Civil Engineering from an accredited institution is required.


SPECIAL CERTIFICATIONS AND LICENSES:


Must possess a valid Class D SC driver’s license.


Must possess a Professional Engineering License (PE) and be in good standing with the Department of Labor, Licensing, and Regulations (LLR).


EXPERIENCE REQUIREMENTS:


Minimum of six (6) years experience in the Civil Engineering field. Previous experience with stormwater and sanitary sewer is required.

Requires medium work that involves walking, standing, stooping, stretching or lifting all of the time and also involves exerting between 20 and 50 pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy. Must be able to lift 50 pounds.


ENVIRONMENTAL HAZARDS:


The job may risk exposure to bright/dim light, dusts and pollen, extreme heat and/or cold, wet or humid conditions, extreme noise levels, vibration, fumes and/or noxious odors, moving machinery, electrical shock, heights, toxic/caustic chemicals, disease / pathogens, confined spaces.


SENSORY REQUIREMENTS:


The job requires normal visual acuity, depth perception and field of vision, hearing and speaking abilities, color perception, odor perception.
