The Assistant Manager, Rail Vehicle Maintenance provides daily leadership, direction, and coordination in the Light Rail Vehicle (LRV) Maintenance Departments. This position provides support in ensuring that all projects, programs, and maintenance schedules are implemented successfully. The Assistant Manager manages the work performed within LRV Overhaul Shops.

What you would do in this job

  • Manages, supervisors and staff to ensure rules, standards, policies, and guidelines governing quality and quantity of work is maintained.
  • Plan and prioritize the completion of LRV scheduled inspections and unplanned maintenance.
  • Plan and prioritize: the overhaul and/or repair of LRV components and subcomponents; scheduled and nonscheduled projects including accidents, vandalism, and glass repair; start and completion of special projects that are a technology upgrade, replacement and/or safety related.
  • Provide support and direction to Helper and Platform Helper classifications.
  • Administers and keeps proper documentation for all required regulations, policies, and procedures; recruits, selects, coaches, counsels and provides support to maintain appropriate staffing levels and improve productivity and employee performance.
  • Provide labor relations management by identifying potential disciplinary issues before they become necessary, coaching and counseling employees as needed; administer and implement Metropolitan Council’s progressive disciplinary policy as needed; administer Metropolitan Council’s employee recognition program as appropriate.
  • Schedule and approve overtime: determine workload; consider alternative options; post overtime according to agreed upon guidelines.
  • Manage parts, tools, and project procurement processes.

What education and experience are required for this job (minimum qualifications)

High School Diploma or GED; AND nine (9) years of experience in mechanical operation, mechanical maintenance,electrical, or other heavy-duty transportation maintenance; AND two (2) years must be in a supervisory or management role.

Note: Highest completed degree in the following majors: transportation, engineering, administration, management, or a related field will count towards the minimum nine (9) years of required work experience.
  • Associate's degree counts as two years experience
  • Bachelor's degree or higher counts as four years experience
  • Metropolitan Council Employees Only. Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.

:

  • Three (3) years, or more. supervisory experience
  • Supervisory experience including scheduling, performance management, bargaining unit work groups

What knowledge, skills, and abilities should you have within the first six months on the job:

  • Knowledge of LRV maintenance (light rail vehicle parts and operating systems.)
  • Knowledge of AC/DC electrical systems, principles of analog and digital electronics, electronic control circuitry and associated mechanical, HVAC, pneumatic, hydraulic systems, testing and inspections, methods/tools.
  • Knowledge of original equipment manufacturer warranties, contracts, technical specifications, and administrative procedures.
  • Demonstrated understanding of union contract administration.
  • Knowledge of industry standards related to light rail vehicles (LRV’s.)
  • Knowledge of OSHA and shop safety.
  • Skilled at organizing, team building and time management.
  • Skilled at problem solving and decision making.
  • Basic skill in Microsoft Word, Excel, e-mail and other Windows based environments.
  • Strong understanding of TxBase.
  • Ability and willingness to promote an equitable, positive, and respectful work environment that values cultural and diversity amongst all employees.
  • Ability to write routine reports and communications.
  • Ability to enforce Met Council policies and procedures.
  • Ability to read and interpret documents such as procedures, operating and safety manuals.

Work Environment:
Work is regularly performed in a normal office environment but may require occasional outdoor work with exposure to outdoor weather conditions. Work requires occasional local in-state travel by car to visit different facilities. Work is occasionally performed near moving parts or equipment. There is occasional exposure to vibrations and risk of electrical shock. Position is regularly exposed to moderate noise.
