I) Job Purpose

This position provides supervision, direction and support to the Center’s Legal Operations Division. This position reports to the General Counsel/Center Administrator, who will define the scope of responsibility.

II) Essential Functions

A) Attends regular meetings of administrative departments and Center leadership

B) Provides legal counsel and advice to Center staff and leadership.

C) Reviews correspondence, documentation, and reports generated by the Center, State, Federal, and local agencies

D) Assists in the development of policies, strategic plans, and initiatives for the Center

E) Coordinates and directs special projects identified by the General Counsel

F) Assists the Center’s Public information, Privacy and Security officers responding to requests and assists with investigations

G) Collaborates with Legal Team members to support Center’s leadership goals

H) Provides management oversight, as assigned, to departments reporting to the General Counsel

I) Provides legal advice and services primarily to management on legal problems of a difficult and complex nature, including emphasis on establishing policies that minimize legal risk

J) Provides training and orientation, and coordinates staff as assigned

K) Determines course of action required to perform assignments

L) Makes recommendations on all matters, as assigned, including policies and complex legal problems

M) Assists with legal recommendations, research and analysis as assigned by General Counsel

N) Represents General Counsel on boards, committees, task forces or work groups as assigned

O) Contributes towards improving Center’s processes and procedures, as well as, creative problem-solving ideas.

P) Supports Agency Leadership in finding legally compliant solutions to challenging business problems

Q) Develops and maintains collaborative relationships with Executive Leadership Team, management and staff, outside counsel, and community partners to gain a deep understanding and provide legal guidance regarding Center’s business, challenges, risks, and opportunities.

R) Assist in communications with government officials, District Attorney's Office, judges, attorneys, and other members of the legal field

III) Knowledge of Laws, Regulations, Policies/Procedures, Skills, and Abilities

A) Knowledge of legal contract principles and procedures as well as laws, rules and regulations governing governmental entities

B) Ability to work accurately in a fast-paced environment on a variety of tasks

C) Ability to stay motivated without constant direction, flexible attitude

E) Superior written and verbal communication skills expected

F) Knowledgeable at researching information in Lexis, Westlaw, Law library and online,

J) Ability to create associations of trust and respect with key stakeholders

K) Ability to manage and find viable solutions to complex legal matters

M) In-depth understanding of how legal issues affect community centers

N) Ability to develop sound legal strategy and objectives

O) Ability to interpret local, state and federal laws, policies and procedures

P) Ability to work cooperatively across a complex organization and numerous stakeholders

Q) Knowledge of pertinent federal, state and local laws, regulations and court decisions relating to community centers

R) Exhibits an exceptional degree of ingenuity, creativity and resourcefulness

S) Must be able to act independently but also under guidance of senior leadership as necessary

T) Excellent organizational skills and attention to detail

U) Proficient in Microsoft Office Suite or similar software

V) Ability to negotiate and prepare agreements and contracts

W) Ability to apply independent judgment

X) Acts as a positive role model, fostering a climate of teamwork

Y) Familiarity with laws, rules and regulations that direct community centers in the state of Texas

Z) Knowledge of HIPAA related laws, Open Meetings Act, Public Information Act and regulations that apply to community centers

IV) Internal & External Customer Service

A) This position will handle agency business as required including dealing directly with vendors, service providers, staff, community partners, government officials, MHMR Board of Trustees and people MHMR serves and their legal representatives, if applicable. It is expected that this position will represent the agency internally and externally.

V) Travel

A) This position requires driving to and from locations for work and may require overnight traveling for conferences. Employees are required to have a driver’s license in good standing and be able to be covered by agency liability insurance. If personal vehicle is utilized for work travel, then maintaining personal auto insurance coverage is required.

VI) Equipment Used

A) Computer, phones, printers, copiers, scanners and other standard office equipment

A) Minimum Education: Juris Doctor ABA-Approved Law School

B) Defined Education: None

C) Preferences: None

D) Substitutions: None

E) Years’ Experience: Minimum of 10 years of experience

F) Defined Experience: Experience as practicing attorney, preferably with business and governmental laws and regulations

G) License/Certifications: License to practice law in the State of Texas and in good standing with the State Bar of Texas

H) Special Courses: None

I) Supervisory Experience: 2+ Years of Experience preferred

VIII) Agency Requirements

A) All staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.

B) This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.

C) Assigned work hours may change as the needs of the agency change.

D) The Functional Title of this position may change as the needs of the agency change.

E) All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.

F) Prior approval from supervisor is required for all Paid Time Off (PTO) and Overtime.

G) MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.

H) Employment is at will, as well as agency needs may change.

I) Agency dress code is to be followed at all times.

J) Physical on-site presence, including regular attendance and punctuality, is an essential function of this position. Any changes or adjustments to your assigned work schedule or shift hours must be approved by your supervisor in advance.

Job Type: Full-time

Pay: $46.45 - $72.15 per hour
