Job Description
University Police Services, Southern Command invites applications for an Assistant Director of Emergency Management R0133338. We appreciate your interest in employment at our growing division.
ROLE of the POSITION
Under direction of the Vice President and Director of Public Safety, this position will work with all southern Nevada colleges and universities within University Police Services’ jurisdiction to identify, analyze, prioritize, and promote preparedness initiatives and develop and maintain emergency response plans so that the all campuses are able to better respond to natural and man-made disasters. The emergency manager’s goal is to enhance campus preparedness, response, recovery, and mitigation planning to enable an effective and successful response to an emergency or disaster. Work requires the analysis of emergent situations to identify potential problems and coordinate response and recovery efforts to maintain life safety, to stabilize the incident, to protect property and the environment, and to ensure the continuity of critical business functions of each institution. In addition, solutions frequently require coordination across multiple campuses/departments and with local, state, and federal agencies. Involves developing, implementing, and monitoring campus-wide programs and policies to ensure compliance with federal, state, and local regulations, and ensure a safe workplace, in the areas of emergency preparedness, and other relevant EH&S programs and policies. Serves as the Chairperson for the Emergency Management Council and as the lead expert for emergency management issues for all NSHE institutions within University Police Services’ jurisdiction including UNLV, CSN, NSC, DRI’s (Southern Nevada campus) and NSHE’s Southern Nevada offices.
This position will coordinate planning, developing, and implementing strategic initiatives that strengthen the campus' ability to respond and recover from an emergency. This position is required to ensure that all campuses meet legal requirements with regard to emergency and disaster planning, preparedness, prevention, mitigation, response, and recovery. Serves as campus emergency manager for all NSHE institutions within University Police Services’ jurisdiction including CSN, NSC, UNLV, DRI’s (Southern Nevada campus), and NSHE Southern Nevada offices.
Plans, develops, and maintains a comprehensive all-hazards emergency operations plan including hazard specific appendices and functional annexes for both natural and human-caused identified campus hazards; writes and updates manuals and procedures; drafts reports and other documentation, including use of relevant scientific data; applies appropriate scientific and professional standards to recommend campus/institutional policies and programs and, as needed, creates new methodologies, policies and procedures.
In emergencies, the position will be the EOC Manager for the Emergency Operations Center (EOC). The incumbent will advise the President and Cabinet, assist with activation, direction and coordination of the EOC, including coordinating Mutual Aid with outside agencies (local, state, and federal) and private sector partners, providing status reports to the VP of Public Safety and campus leadership, and lead the de-activation/demobilization of EOC as activities transition to long term recovery. Also responsible for the activation of the campus emergency notification system including alerts to students, faculty, and staff. Drafts after-action reports, updates manuals, and procedures as needed.
Manages multi-faceted, campus-wide emergency preparedness education and outreach program focusing on individual and community readiness for hazards and threats such as active assailants, flooding, extreme heat, pandemic, earthquakes, and hazardous materials. The program will utilize communications resources and services of personnel available through Police Services and/or individual institutions and serve as the Chairperson of the Emergency Management Council.
DEPARTMENT PROFILE
The Nevada System of Higher Education (NSHE) was established in 1865 and is currently comprised of two doctoral-granting universities, a state college, four comprehensive community colleges and one environmental research institute. The public system of higher education in Nevada is governed by the Board of Regents serving over 100,000 students and 15,000 employees.
University Police Services, Southern Command, is a full service category I law enforcement agency that serves the University of Nevada, Las Vegas, the College of Southern Nevada, the Desert Research Institute and Nevada State College. The department consists of 163 employees and has responsibility for the public safety needs of 80,000 students, faculty and staff over an 800 square mile service area. Law enforcement operations consists of 80 full and part time sworn peace officers, a full service 9-1-1 Center, K-9 operations; emergency management operations with a fully functional EOC and oversight of major special events hosting more than a million visitors a year to various events.
We operate 24 hours a day, 365 days a year and are the providers and/or coordinators for all emergency services on campus. MINIMUM QUALIFICATIONS
This position requires a Master’s degree from an accredited college or university as recognized by the United States Department of Education and/or the Council on Higher Education Accreditation (CHEA) in a related field that includes (but is not limited to), disaster preparedness, emergency management, homeland security, higher education management, organizational development, education, planning, operations analysis, and public administration.
Eight years of substantial work experience in any of the following (but are not limited to), disaster preparedness, emergency management, higher education management, organizational development, education, planning, operations analysis, public administration. An equivalent combination of education and experience may be considered.
Credentials must be obtained prior to the start of employment.
PREFERRED QUALIFICATIONS
Experience in the field of emergency preparedness/management in higher education is preferred.
Required Knowledge and Skills:
  • Working knowledge/understanding of emergency management.
  • Demonstrated knowledge and work experience in the fields of emergency preparedness, planning, and/or management; FEMA emergency support functions; Incident Command System and response principles.
  • Working knowledge and skill in applying and interpreting applicable local, state, and federal regulations and related standards, guidelines and, as appropriate, recommend campus policy.
  • Proven written, verbal and interpersonal communications skills, skill to effectively communicate with diverse constituencies.
  • Demonstrated skill to effectively represent the campus to local, state, & federal authorities, community groups, private sector partners, and non-governmental organizations.
  • Familiarity with the organizational culture and administrative practices of higher education.
  • Exceptional ability to train others in emergency response and recovery procedures, and develop and conduct simulated drills and exercises pertaining to identified local threats and hazards.
  • Working knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Working knowledge of common campus-specific and other computer, emergency communication/notification and information management application programs.
  • Demonstrated ability to work under considerable pressure and stress in emergency situations.
  • Excellent presentation skills to give engaging, persuasive, and effective presentations to large and small audiences including students, faculty, staff, and the general public.
  • Demonstrated conflict resolution skills to effectively lead and motivate others
  • Demonstrated analytical and problem-solving skills.
  • Proven skills to promote, establish, and maintain effective working relationships with others.
  • Proven technology skills to effectively use common computer applications, applications specific to emergency management, and web based systems.
