Job description
Plans, organizes and manages the daily operations, bookings, marketing, financial objectives, division budget and staff in the Parks and Recreation Department as assigned. Responsible for achievement of long-term strategic objectives for assigned areas.
- As assigned, may manage any of the following Parks and Recreation facilities and/or operations: the Historic Sahuaro Ranch Facility; three neighborhood recreation community centers; recreational programs such as aquatics and adaptive needs programs; the Paseo Racquet Center contract; Special Interest Classes; the Foothills Recreation and Aquatics Center facility; and/or the Glendale Adult Center. Responsibilities include evaluating staff and program performance, and preparing and administering the division budget.
- Reviews marketing, booking programs and rentals to ensure compliance with stated facility/program objectives; reviews preparation of and updates to schedules to determine revenue and expenses.
- Monitors contractors responsible for all assigned functions such as food and beverage service, general service contracts, facility maintenance, renovations and/or construction.
- Develops, recommends, and implements public relations and promotional programs and collateral materials. Buys and places advertising for assigned areas based on research conducted on industry trends and analysis of data on upcoming conventions, trade shows and conferences and event markets.
- Researches, develops and recommends competitive fee structures for assigned areas.
- Performs on-site program inspections and evaluations to ensure compliance with program and safety policies and procedures.
- Investigates, resolves and responds to complex or sensitive citizen inquiries and complaints.
- Negotiates with schools and community groups regarding fields, facilities, and classrooms; implements and administers contracts and agreements.
- Coordinates activities with other departments and outside agencies and organizations.
- Prepares reports on activities and other statistics in area of responsibility.
- Develops yearly program calendar for area of responsibility.
- Interprets and enforces department policies, procedures, and regulations.
- Monitors the purchase, use and care of facilities and program equipment.
- Participates in the preparation of grant applications; administers and monitors grant funding.
- Develops, recommends and implements divisional, concession, operating and marketing policies and procedures, including short and long term objectives and long range marketing and capital improvement plans for assigned areas.
- Develops and monitors budget, business plan and policies and procedures; prepares, administers and monitors budgets of assigned areas by reviewing and calculating food, beverage and labor costs, and directly supervising the preparation of contracts, billings and collections.
- Prepares rules and regulations, contracts, vendor agreements and correspondence in order to effectively carry out policies of assigned areas among meeting planners, vendors, contractors, the public and City officials.
- Performs other related duties as assigned.
Bachelor's degree in business, public administration, parks and recreation, or related field and five years' experience in facilities management for a parks and recreation system, including two years of supervisory experience. Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities is qualifying.
CPRP certification is preferred, but not required.

Ability to:
Conduct research, analyze findings and prepare clear and concise reports and recommendations
Negotiate contracts for services and develop agreements with clients
Establish and maintain effective working relationships with City departments, vendors, staff, the business community and the public
Exchange information and explain policies, procedures and programs
Handle basic data processing functions and applications
Supervise, train and develop staff
Develop and implement long-term strategic operational plans
Speak effectively in public
Communicate effectively both orally and in writing with potential clients, employees, and management
Review and interpret schematic drawings and layouts for convention facilities
Interpret and apply city laws, regulations, policies and procedures related to recreation indoor and outdoor events and programs
Effectively plan, organize and manage the operational activities of recreation, aquatic, regional and destination type facilities
Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.
Special Requirements
Valid Arizona Class D driver's license.
May be required to work evenings, weekends and holidays.
