ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Operates the facility in accordance with Federal, State and local rules and regulations governing residential health care facilities; and in accordance with the established policies and procedures of the Governing Body.
  • Acts as a liaison with Governing Body, the medical staff, the nursing staff and other professional and supervisory staff, through regular meetings.
  • Maintains operational oversight and ultimate responsibility for all departments including but not limited to; Nursing, Therapy, Laundry, Housekeeping, Dietary, Social Services, Activities, Business Office, Maintenance and Human Resources/payroll.
  • Designates the Director of Nursing or Assistant Administrator to serve as Administrator in the absence of the Administrator.
  • Notifies the New York State Department of Health Office of Health Systems Management as required (including but not limited to); any changes in personnel as required by code; disaster/disruption of service events; facility alteration and all other issues required by code.
  • Provides adequate professional personnel and para-professional personnel sufficient in number and commensurate with the needs of individual residents.
  • Maintains and adheres to a master staffing plan.
  • Prior to the admission of residents, participates with other designated personnel in determining the eligibility of applicants and the appropriateness of their placement as requested.
  • Seeks to involve staff at all levels in developing and implementing an interdisciplinary approach to resident services in order to better serve the individual and group interests of the residents.
  • Encourages professional and respectful behavior on the part of the staff towards the residents.
  • Is readily accessible to residents, family members and staff for consultations, complaint resolution and information.
  • Develops and implements policies regarding duties and performance of staff members in order to ensure optimal care and safety of all residents, including but not limited to, general supervision, employing and discharging of staff and ongoing in-service education.
  • Ensures that written policies are consistent with the stated purposes of the facility, the program of services provided, the physical environment and equipment, the number and qualifications of staff members and their job classifications and job descriptions.
  • Is responsible for ensuring that the confidentiality of resident information is maintained and properly stored.
  • Reviews and evaluates reports and recommendations received from the facilities consultants.
  • Assures that the Resident Council:
  • Meets as often as the membership deems necessary
  • Is directed by the residents and is chaired by a resident or another person elected by membership
  • May meet with any member of the supervisory staff at the council’s request
  • Assigns a staff person in consultation with the resident council and acceptable to the council, to act as an advisor to facilitate the council in holding meetings and to assist members in carrying out council activities.
  • Assures that any complaints, problems, suggestions or issues reported by resident’s council are addressed and that a written report addressing such issues is sent to the council when requested.
  • Fosters the development and maintenance of a family group, providing private space for meetings, and attending the meetings at the group’s invitation.
  • Listens to the views of the family group and acts upon the recommendations/grievances concerning proposed policy and operational decisions effecting resident care and life in the facility.
  • Is a member of the Core Continuous Quality Improvement Committee and an active participant of the CQI committees, ensuring implementation of the recommendations of the committee.
  • Participates in the development and implementation of resident care policies and maintains an active role in the alteration of same when necessary per the Best Practice Committee.
  • Implements personnel policies and job descriptions; ensures they are understood by all employees. Delegates the authority required for all the performance of their jobs to the department heads; communicates the lines of authority to staff members.
  • Evaluates the performance of each department head routinely and discusses the evaluation with the employee. Reviews employee evaluations with appropriate department heads as necessary.
  • Establishes standards of supervision for those employees designated as supervisors.
  • Is responsible for the following for all employees, in conjunction with appropriate department heads and the payroll/personnel department:
  • Job description; annual attendance records
  • Probationary and routine evaluations of job performance
  • Pre-employment physicals and annual health screening (including pre-employment and annual PPD screening)
  • Employee accident record review
  • Alterations in original conditions of employment
  • Leaves of absence; vacations, holiday time, sick time, overtime
  • Mandatory in-service attendance records
  • Criminal background check records
  • Maintains resident rights.
  • Maintains HIPAA privacy, security and confidentiality standards.
  • Follows all established policies and procedures.
  • Follows universal Precautions and Infection Control techniques.
  • Maintains Corporate Compliance standards.
  • Contributes to facility Continuous Quality Improvement initiatives.
  • Follows safety procedures by keeping areas free of hazardous conditions.
  • Economical and careful with supplies and equipment.
  • Attends all required in-services.
  • Comes to work as scheduled and consistently demonstrates dependability and punctuality.
  • Comes to work in neat, clean attire and consistently presents an appropriate professional appearance.
  • Prepares any other necessary duties as assigned by Supervisor.
  • Maintains license/registration requirements in accordance with New York State.
  • Provides a copy of license/registration to the facility upon hire and with subsequent renewal.
  • This individual continuously exhibits and fosters a spirit of teamwork, positive attitude and conflict resolution among co-workers.
  • Perform duties with measured accuracy and timeliness.
  • Effectively communicates, assists, and cooperates with other personnel and interdisciplinary teams. Exhibits an attitude of helpfulness, team spirit and support to all team members.
  • Acts as a source of direction to visitors, staff and external populations, i.e.: delivery staff, vendors, etc.
  • Represents the organization professionally.
  • Interacts positively with residents, family members, and visitors under a variety of conditions and circumstances.
  • Promptly reports all needs and concerns to the Regional Vice President or designated alternate.
