There are no timeframes associated.Performs highly responsible administrative and supervisory work in planning, coordinating, and directing all operations for Adult Behavioral Health (ABH) outpatient clinics. Responsible for overall performance, development of staff, and stewardship of resources. Work involves developing ABH outpatient clinics goals and objectives, setting priorities and standards, and evaluation of ABH performance. Works under direction from the Senior Director of Adult Behavioral Health services with considerable autonomy to use of initiative and independent judgment.

Essential FunctionsHas management oversight for all ABH Outpatient clinics. Conducts program analysis to identify system issues and recommendations for effective and efficient use of resources. Implements solutions and consults with the Senior Director of Adult Behavioral Health services and the Director of ABH Process and Outcomes as needed.Responsible for the day-to-day operational aspects of any assigned clinics.Performance Standards:Supervises all Clinic Operations Managers for ABH outpatient clinics. Ensures that medical staff scheduling meets agency expectations and troubleshoot any issues.Ensures that staff is using time keeping system in compliance with operating procedures and addresses any concerns with staff.Monitors patient services for quality and clinical appropriatenessMonitors and maintains standards of care for the clinic based on the TRR guidelines and the performance contract guidelines.Model behaviors that promote team-based services to patients.Manages time use and priorities consistent with deadlines. This includes responding to agency reports needing feedback by requested date.Establishes and maintains a team approach in serving patients and meeting programmatic needs and demands. Encourages and participates in exchange of information on patient issues, crisis management and problem resolution among unit staff.Ensures that all ABH outpatient clinics are operating in compliance with community standards, billing requirements, and agency and agency policies and procedures.Assures ABH outpatient clinics adequately staffed to handle all crises and urgent issues for patients.Stay up to date on community resources and agency programs and promote team in utilizing all available resources for patient needs.Attend meetings as requested by senior managementEnsure that staff are current with all agency trainings and credentialingMonitoring that data is being entered correctly and in a timely manner per agency requirements and deadlines.Serves as primary liaison with inter and intra-agency programs.Maintains and fosters positive cooperative relationships and communication between ABH staff and inter/intra agency programs.Seeks opportunities to participate in inter/intra-agency groups that enhance services to patients.Assists the senior Director of ABH in developing resources and resolving barriers to service provision.Advises the Senior Director of ABH and/or appropriate agency Administrator within 24 hours of special patient issues, significant barriers, and adverse events in the community likely to affect unit services in accordance with agency policies and procedures.Responds to request for information, patient complaints, and/or staff complaints within 72 hours and in accordance with agency policies and procedures.Attends agency meetings as requested.Will return patient and staff phone calls within 1 business day, and inform the Senior Director of ABH of urgent issuesWorks as a member ABH Leadership team.Attends all scheduled division staff meetings.Maintains positive, professional attitude in interactions with other team members 100% of the time.Provides input and engages in problem solving with other team members.Serves on agency workgroups as agreed upon by Senior Director of ABH.Develops and submits special reports and/or assignments as requested by the Senior Director of ABH.Assists the Senior Director of ABH in identifying barriers to staff performance when appropriate.Maintains all required trainingWill complete all agency-required training within first 60 days of hire.Will complete all required BH Provider Services Division training.Updates training as specified under agency procedures.Will obtain prior authorization from the Senior Director of ABH for special training at least two (2) weeks in advance.Ensures that all ABH clinics follow standardized procedures and provide support to operation managers during new process implementation.Monitors ABH operations managers daily and set recurring meeting to discuss clinic performance and strategies for improved operations.Participation in agency workgroups as assigned by Senior Director of ABH.Implementing team building activities for management and outpatient clinics.Overseeing customer service and quality assurance for outpatient clinics.Oversees professional training of staff.Performance Requirement(s):Serves as liaison with agency training department and other inter/intra-agency departments to ensure personnel receive appropriate professional training 100% of the time.Ensures that ABH outpatient clinics staff have a staff training and development plan and bi-annually monitors each employee training record to ensure that staff remains in compliance with standards and agency policies.Exhibits a willingness to assume additional As such, this position requires exceptional written and verbal skills. Minimum Qualifications

Education: Bachelor’s degree, Master’s degree preferredPreferences: Two (2) years related experienceSubstitutions: Years of experience for education.Years' Experience: Three (3) years behavioral health work experienceDefined Experience: Experience in one or more of the following areas: Customer Service, Leadership, Management, Community Collaboration, Public Speaking, Marketing of Services, Business, Finance or related field, Human Services, Criminal Justice.License: Valid Texas driver's license with an acceptable driving record.Supervisory Experience: One (1) year of Behavioral Health program management experience preferred.Testing Requirements: Pre-employment tests including drug and TB Screening.

Agency RequirementsAll staff are required to participate in agency Emergency Preparedness and Environmental Safety programs and may be assigned by their department as a key/essential staff level function during critical events or for the purpose of sustaining business continuity.This position may require temporary or permanent re-assignment to any MHMR Tarrant facility as determined by program needs and/or the Division/Director.Assigned work hours may change as the needs of the agency change.The Functional Title of this position may change as the needs of the agency change.All work will be completed within the scheduled work hours. All non-exempt (hourly) employees are expected to clock in and clock out for each work shift, no work should be done off the clock.Prior approval from supervisor is required for all Paid Time Off (PTO) and Overtime.MHMR reserves the right to change, add to or eliminate positions as it deems appropriate.Employment is at will, as well as agency needs may change.Agency dress code is to be followed at all times.Physical on-site presence, including regular attendance and punctuality, is an essential function of this position.
