ESSENTIAL POSITION FUNCTIONS (listing Position Specific functions first):

  • Responsible for the development, operation and coordination of a major unit within NLCMHA’s operations.
  • Will oversee coordination and integration of all agency Access Services.
  • Carry out supervisory responsibilities in accordance with NLCMHA’s policies and applicable laws:
  • Process of interviewing, hiring, and training employees
  • Conducts supervisory sessions
  • Professional development planning for team members
  • Completes performance appraisals
  • Effectively addresses disciplinary issues when necessary.
  • Establish measurable performance standards and measure actual performance against those standards
  • Be knowledgeable of and understand basic human resources policies, procedures, laws, regulations, and union contract requirements.
  • Will troubleshoot performance and system problems when they occur, working closely with other supervisory and clinical staff.
  • Will coordinate daytime coverages with other agency systems.
  • Will provide back up daytime crisis intervention services when assigned programs are unavailable.
  • Will be required to participate in a rotating supervisory after-hours on-call system.
  • Will authorize services consistent with the NLCMHA authorization system.
  • Promote a healthy team approach to the service delivery system, manage conflicts, interpret administrative guidelines, and implement directives in a timely professional manner.
  • Establish procedures for routinely monitoring workflow and promoting staff development.
  • Monitor documentation of service system to ensure appropriate standards are met. (CMH, CARF, Medicaid, DCH)
  • Maintain knowledge of the relationship between the programs and other services and resources within the NLCMH system, as well as the whole human services network.
  • Serve as a resource to staff and the community at large seeking specialized services from NLCMHA.
  • Conduct periodic needs assessments to assist in program development, maintenance of efficient effective services and accountability to consumers and groups.
  • Monitor service delivery and impact of service effectiveness as well as consumer satisfaction.
  • Coordinate meetings and serve as a liaison between the mental health, substance use, criminal justice system, and other community systems.
  • Provide organizational and community education and training as appropriate.
  • Responsible for the budget and expenditures of the unit as assigned.
  • Track and report on a variety of activities and prepare statements, summaries of activities, spreadsheets, database reports and related documents as required.
  • Maintain knowledge of and alignment with the NLCMHA Strategic Plan and overall purposes and programs of the area assignment.
  • Coordinate and/or complete special projects as needed.
  • Keep informed of all significant activities, successes and problems of the area assignment
  • Extensive knowledge of the Mental Health Code, MDCH Contract, Clinical Assessments and Eligibility Guidelines, Medicaid Manual, Compliance requirements and the structure, guidelines and services of NLCMHA.

SUPPLEMENTARY FUNCTIONS:

  • May represent NLCMHA on internal/external committees or work groups to enhance organizational performance and development and quality of care, including Quality Improvement activities.
  • May participate in community education/community caregiver activities.
  • May receive and assist in resolving complaints or inquiries related to services provided by NLCMHA.

GENERAL PERFORMANCE RESPONSIBILITIES

  • Set priorities and make decisions, which reflect consistency with NLCMHA’s vision and mission statements, goals, values, policies and procedures.
  • Provide services and conduct tasks in accordance with terms/conditions required by the funding source, i.e., Northern Michigan Regional Entity (NMRE Contract), Michigan Department of Health and Human Services (MDHHS) CMHSP Master Contract and with applicable laws and regulations.
  • Participate in approved staff development activities, in-services and supervisory sessions.
  • Maintain confidentiality and develop a trusting rapport with consumers, families/guardians, staff and the general public.
  • Behave and communicate in a manner that promotes a positive work atmosphere.
  • Perform duties in an accurate and timely manner.
  • Maintain up-to-date documentation/records/reports as applicable for position performance accountability.
  • Adjust work schedule, with supervisory approval, to meet consumer and/or NLCMHA needs.
  • Maintain an awareness to provide a safe and healthy environment and will report all hazards and/or concerns.
  • Accept other responsibilities and duties required by the supervisor, consistent with the accomplishment of NLCMHA’s goals and objectives and the functions of this position. Such responsibilities shall be incorporated into the job description if they involve a lengthy commitment of time or are ongoing.
  • Advise supervisor if actual practice (activity) begins to deviate significantly from specified essential functions.
