This position's primary responsibility is to provide full-time Access Control to PNNL's Sensitive Compartmented Information Facility (SCIFs). In coordination with the facility Special Security Officer (SSO), the incumbent will be responsible for granting or denying SCIF access based on the visual and technical verification of an individual’s identity and clearance credentials. Upon verification, the Access Control Staff will issue the proper facility badge, conduct random inspections for controlled articles when necessary, and ensure escort responsibilities are assigned if required. A secondary, but equally important responsibility for the Access Control Staff, includes the scheduling and coordination of calendars, managing the reservations of facility resources (workspace and conference rooms) and assisting in facility visits.

Responsibilities:
This position is accountable to the Special Security Office Team Lead. Daily task direction and guidance is taken from the Team Lead. The Access Control Staff provides guidance to PNNL staff members in relation to the administration of and adherence to PNNL and DOE regulations covering cleared and uncleared visitors. The incumbent is required to gain a thorough knowledge of PNNL/DOE access control procedures. This position interfaces with a broad variety of contacts in the coordination of visitors access to the facilities, to include: PNNL Laboratory Management, US Government and business community dignitaries, local staff, contractors, vendors, service personnel, and a variety of other visitors.

Additional Responsibilities include:
  • Controlling access to the PNNL SCIFs by verifying security credentials and in accordance with PNNL and Department of Energy (DOE) procedures, as well as Intelligence Community Directives (ICDs).
  • Coordinating visitor badging for the facility.
  • Projecting a professional and pleasant image of PNNL to visitors, staff, customers, and potential sponsors.
  • Providing facility information and assistance to staff and visitors.
  • Maintaining a professional working area.
  • Performing random inspection of Staff and visitors hand carried items into and out of the facility.
  • Scheduling and coordinating video telephone conferences in the facility.
  • Scheduling and coordinating secure telephone calls in the facility.
  • Scheduling and maintaining facility workspace calendars (conference rooms, workstations, etc.).
  • Using MS Office Suite proficiently.
  • Providing occasional clerical support to staff located in the building.
Qualifications:
Minimum Qualifications:
  • High school diploma/GED and 2 years of relevant experience in a clerical or administrative environment
Preferred Qualifications:
  • Should be able to identify potential administrative problems/areas for continuous improvement and recommend solutions.
  • Ability to use discretion and good judgment; independently make decisions; positively interact with a wide variety of PNNL staff and clients of all levels; resolve and/or advise management on a wide range of administrative issues; provide training and guidance to less senior or new staff when necessary.
  • Should possess excellent written and verbal communication skills.
  • Must be able to demonstrate proficient use of standard office equipment; demonstrate proficient use of MS Office Suite; prioritize work, and coordinate calendars/schedules; be responsible for commitments and action items.
  • Must understand office support functions and possess the ability apply procedures; work with minimal supervision; use discretion and good judgment about processing/disclosing sensitive or confidential information effectively; direct workflow of others as appropriate.
  • Communicates and serves as an information resource on policies, guidelines, and procedures. Demonstrates professionalism, tact, communicates in a positive manner, and exhibits discretion.

This position requires the ability to obtain and maintain a federal security clearance.

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B.
  • Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.
Testing Designated Position (TDP):
This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
