Under direction, performs skilled professional library work of a specialized nature in such areas as youth programs, cataloging, reference service or automation.

Distinguishing Characteristics: Positions in this class perform work in a specialized area or program rather than working as a generalist in a community library. Positions may supervise technical or clerical positions.

EDUCATIONAL/BILINGUAL INCENTIVE: Some positions may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

NEW HIRE/RETENTION/REFERRAL INCENTIVES:
Subject to the applicable section of the SEIU 721 MOA 2019-2022, Amendment #6 (Secs. 3801 – 3803): Upon request of the appointing authority and the CEO or their designee, new hires may be eligible for the following:


  • New hires may be eligible for a one-time New Hire Incentive up to 10% of the current annual base wage
  • In compliance with specific requirements, a regular employee may be eligible for an Employee Referral Incentive of $500
  • Once hired upon meeting specific criteria a regular employee may be eligible for an Employee Retention Incentive of up to 10% of the current annual base wage.

The eligible list established from this recruitment may be used to fill current and future Regular, Temporary, Fixed-term, Intermittent, or Extra Help vacancies in Library Services. There is currently one (1) Regular, Full-time vacancy at the E.P. Foster Library of the Ventura County Library System.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Plans, organizes, and conducts youth programs designed to interest and familiarize youth in use of library materials; presents story hours; works with schools and community groups; prepares promotional materials and publicity.
  • Performs original and copy cataloging of printed and other materials.
  • Plans, implements, and maintains automated systems of library operations; trains staff in new systems, troubleshoots software operational problems; creates and maintains library databases.
  • Maintains collection of reference materials and governmental documents.
  • Trains library staff in conduct of reference searches, use of internet, aspects of reference service.
  • Coordinates collection development.
  • Performs other related tasks as assigned.
Librarian Specialist is represented by Service Employees International Union (SEIU) and is eligible for overtime compensation.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

Education/Experience:

Comprehensive experience in library operations which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be obtained by the equivalent to a completion of a Master's degree in library science and two (2) years professional library work experience in an area of library specialization.

Knowledge, Skills, and Abilities:

Thorough knowledge of: Library methods, techniques and procedures used in cataloging, reference services, children and youth services, and collection development; trends in library practices; wide variety of literature, reference and resource material; bibliographic works used in public libraries; library and office automation; and audiovisual materials and methods.

Working ability to: Develop and maintain relevant collections and programs; evaluate community needs and develop best methods for providing library services in area of specialization; exercise effective interpersonal skills dealing with the public and staff; instruct and train library staff and others; and evaluate materials and information used in library programs.

NECESSARY SPECIAL REQUIREMENTS:


  • Must possess at the time of appointment, and maintain thereafter, a valid California driver license.
  • Must be willing and able to work weekends and evenings as needed.
  • Work is primarily performed in a public library environment.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit the questionnaire for this examination at time of filing. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire may result in the application being removed from consideration.

APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

NOTE: If there is a high number of qualified applicants, a comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral examination. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questions.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

If there are three (3) or fewer qualified applicants, an examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION: A thorough background investigation which may include inquiry into past employment, education, criminal background information and driving record may be required for this position.
