Responsible for strategic leadership of staff and management of IS systems / applications across Providence ministries and clinics. Collaborates with Affiliates on their IS applications strategies, tactics and operations. Provides executive strategic support for Community Connect business line related to IS service offering.

KEY WORKING RELATIONSHIPS

The position reports to the GVP, VP clinical applications and must establish and maintain effective working relationships with leaders and staff at all levels in Providence Health and Services, the affiliates, as well as with vendors and other external agents. Key working relationships includes but is not limited to leaders in the areas of clinical informatics, revenue cycle, and hospital /clinic operations, and medical staff.

ESSENTIAL FUNCTIONS

Strategic:

  • Responsible for oversight of annual capital budgets of approximately $20M, operational budgets of approximately $40M, and some threshold capital projects of>$5M.
  • Work with Executives and Clinical leaders to resolve challenging strategic issues.
  • Participates in the development of strategic and tactics with Affiliates related to their IS instances to ensure a cohesive strategy at the enterprise level.
  • Provides strategic and tactical leadership for IS applications as a part of the Community Connect service offering.
  • Develops enterprise application and operational strategies in conjunction with other IS leadership, clinical and business executives.
  • Develops local, regional and enterprise application delivery strategies and tactics in conjunction with other IS leadership, clinical and business partners.
  • Implements appropriate service delivery models for core application functions where the IS organization is a trusted adviser in defining, delivering, and improving services for the enterprise and its customers.
  • Is responsible for working with leaders of IS and organizational leaders in setting technology standards, ensuring adherence to standards, and continuously evaluating the effectiveness of application systems.
  • Ensures that the Applications division supports IS services and systems effectively and meets to meet the needs of the business.
  • Maintains relationships with key business partners and other senior leaders in the IT industry in order to leverage best practices, evaluate emerging application technologies, and distribute knowledge internally to inform plans and strategies.

Management:

  • Overall responsibility or management of the implementation and ongoing maintenance of IS applications, resolving issues in a timely fashion and ensuring that the technology meets clinical and business requirements.
  • Ensures the development and implementation of standards and policies for evaluation, implementation, development and management across Providence Health & Services.
  • Monitors the performance of the application and evaluates the performance of technology services on the basis of specific KPIs.
  • Oversees budgeting and expenditures for applications, staff and services within their span of control.
  • Leads the development of and monitors compliance with policies and procedures for Application Services that impact all of Providence Health & Services.
  • Develops and negotiates preferred information technology vendor contracts and manages key vendor relationships.
  • Attracts, hires, trains, motivates, retains, and develops a team of first-rate professionals to perform the responsibilities of applications management.
  • Leads others in the development of standardized processes and motivates others to adopt processes and procedures in support of exceptional customer service while reducing costs. Identifies and eliminates non-value added processes.
  • Designs, implements, maintains, and operates departmental Service Level Agreements, Operating Level Agreements, and associated KPIs.

Operational:

  • Develops budgets and the expenditures for information services related to applications. Duties include operating and capital budget development in partnership with other IS leaders and customers.
  • Escalates critical issues, problems or delays in production, projects or any other issues that has an impact on the customer.
  • Actively participates in optimizing processes and leads initiatives to improve service delivery, increase value and promote customer service.
  • Oversees information services operations for multiple application divisions/departments and functional areas.
  • Maintains the delivery of secure, reliable, and scalable applications and process that support the growth and financial objectives of Providence Health & Services.
  • Continuously evaluating new and emerging technologies and service delivery opportunities to expand and enhance service and reduce cost.
  • Teams with the business and other IS disciplines to develop and maintain appropriate disaster recovery architecture, projects, and policies and participates in disaster drills for applications.

QUALIFICATIONS

  • A Bachelor’s degree in Computer Science, Business Management, Information Services or an equivalent combination of education and relevant experience is required.
  • A Master’s degree in Information Services, Business Administration, Healthcare Administration, Public Administration, or a related IS or healthcare field is preferred.
  • PMP or CPHIMS preferred
  • The position requires a minimum of 10 years of Information Services leadership experience in a healthcare setting, and 15 years total relevant experience, or an equivalent combination of relevant experience.
  • Key experience highlights include: demonstrated ability to create and successfully execute strategic plans for highly complex issues; healthcare information services operations and support; experience standardizing complex and disparate processes; methodologies related to application management such as system deployment, support, and life cycle; experience in process improvement methodology, change management, operational improvement in complex systems. Must have proven ability to interact at and communicate to all levels of an organization. Organizational, interpersonal, and communications skills and the ability to manage shifting priorities are critical for success in this position.
  • Demonstrated ability to work with Executives and Clinical leaders to resolve challenging strategic issues.
  • Demonstrated ability to effectively manage multi-disciplinary groups and to accomplish work through subordinate managers and supervisors, or high level individual contributors.
  • Respected leadership skills, particularly in the areas of applications management
  • Detailed knowledge and experience regarding core vendor strategies.
  • Demonstrated ability to develop and implement strategic initiatives with an emphasis on employing software solutions that provide business value.
  • Broad expertise and thorough understanding of current developments and trends in healthcare computing.
  • Strong vendor and contract management skills and ability to negotiate through challenging situations with both internal and external customers.
  • Ability to comprehend customer business needs with respect to support of and impact to PHS organizational objectives, mission, and core values.
  • Strong knowledge of current best practices in system lifecycle management, ITIL and LEAN based disciplines.
  • Demonstrated experience of successful applications management across large geographic areas with virtual teams and partnerships with business owners and other IT professionals.
  • Proactive identification of ways to enhance or improve application service delivery.
  • Ability to rapidly summarize complex information and present to others.
  • Proficiency with operating and capital budgeting tools and MS-Office suite of products.
  • Outstanding written and verbal communications.
