The Vice President of Business Development serves in a critical leadership role in Louis Berger Services’ (LBS) Infrastructure Asset Maintenance (IAM) practice. The Vice President of Business Development (BD) leads the business development team in the development of strategy, pipeline, and proposal management lifecycle from opportunity development to proposal submission and project kickoff. The Director leads development of business strategies to achieve aggressive and sustainable growth targets. Additionally, the Director plays a key role in establishing the strategic plan, setting BD priorities, leading client engagements, identifying teaming partners, identifying/mitigating risks, and growing the business organically in the Transportation Operations & Maintenance and tangential market space.

DUTIES AND RESPONSIBILITIES:

  • Reporting to the Sr. Vice President of Infrastructure (SVP), the Vice President of Business Development leads the business unit BD efforts in the following areas.
  • Lead business development activities and client engagement nationally for the LBIAM business unit—a $60M +business unit focused on providing transportation asset maintenance. Primary clients are departments of transportation (DOT), toll authorities, transportation concessionaires, and other infrastructure owners/operators.
  • Successfully leads the LBIAM Business Development personnel in the execution of the proposal lifecycle from opportunity identification to project start up.
  • Works with senior leadership and WSP colleagues to identify new business opportunities and to facilitate information gathering as needed to prepare proposals and pricing.
  • Manages four (4) direct reports; 1) Proposal Manager, 2) Capture Manager/Technical Writer, 3) Estimator, and 4) Graphic Designer. Directly manages and guides the work of BD team by clearly articulating vision, functions, goals, processes, defining operating parameters and holding staff accountable. BD resources may fluctuate due to priorities and pipeline.
  • Ensures technical proposal submissions score in top one or two submittals and fully comply with client request for proposal (RFP) requirements.
  • Ensure price proposal submissions are within the competitive range and develop financially successful strategies and models to implement contract requirements, compete within market environment, and return profitability to the company.
  • Leads the team in the development of cost estimates and pricing exercises for all proposal opportunities.
  • Leads the corporate risk review process to seek approvals for proposal submissions.
  • Establishes LBIAM business unit annual growth targets and manages pipeline prioritization and fulfillment to ensure targets are achieved.
  • Engage with and serve as a liaison to the Association for the Management and Operation of Transportation Infrastructure Assets (AMOTIA).
  • Monitor client satisfaction with LBS performance, report to management, disseminate for use in proposal and marketing efforts.
  • Work with the Vice President and corporate organization to maintain strong client relationships and excellent performance evaluations.
  • Engage clients in contractual, technical and performance discussions to identify risks, create win themes, ensure customer satisfaction, and mitigate financial and performance risk to the company.
  • Foster relationships with key vendors, subcontractors, and partners in advance of proposal opportunities.
  • Works closely with LBS Controller, Procurement Manager and Pricing Manager to ensure compliance with Louis Berger pricing requirements, policies, and procedures.
  • Works closely with LBS and WSP legal teams to ensure corporate risks are identified and addressed.
  • Collaboration across division lines to help develop transferable best practices in the broader Asset Management business environment
  • Understand and abide by ethical behavior and integrity standards per Louis Berger's Code of Business Conduct and demonstrates such to employees and stakeholders through leading by example.
  • Performs other duties and tasks as assigned by management.

REQUIRED QUALIFICATIONS:

  • Must have a bachelor’s degree in business, engineer, construction management, sales/marketing or related field. A master’s degree in business administration or engineering with a Professional Engineer (PE) license is highly desired.
  • Twelve (12) years of progressive experience in transportation construction, engineering, or maintenance.
  • Five (5) of experience in a lead cost estimating and pricing role.
  • Experienced leader with a diverse skillset and ability work internally and externally to motivate teams, engage with clients, serve as a subject matter expert, and develop new business opportunities.
  • Demonstrated experience in a broad range of responsibilities to include public involvement, program and project development, budgeting, and management systems.
  • Willing to travel as needed for project/client requirements and ability to collaborate with project teams while working remotely, i.e., from home office or field.
  • Understand and abide by ethical behavior and integrity standards, per Louis Berger’s Code of Business Conduct.
  • Must be authorized to work in the US or will be authorized by the successful candidate’s start date.
