What You Will Do

The Explosives Applications and Spec Projects (M-6) group under the Dynamic Experiments Division (M-DO) is seeking an energetic and customer-focused vendor liaison to join their procurement team. The selected candidate will be responsible for providing technical and administrative support in all aspects of planning and developing procurement and contractual packages for materials and services from conception to completion within M-6. The selected candidate will oversee the procurement preparation process, which includes working closely with technical staff to develop contract specifications in accordance with the terms and conditions of complex subcontracts and Department of Energy, Laboratory, and site-specific requirements.

This position will be filled at either the Vendor Liaison 2 or Vendor Liaison 3 level, depending on the skills of the selected candidate.

Vendor Liaison Specialist 2 ($75,100 - $119,200)

The selected candidate will be responsible for planning and developing procurement and contractual packages that are routine and moderately difficult. This includes working closely with vendors, technical staff, and the LANL procurement system in a challenging and evolving environment.

Vendor Liaison Specialist 3 ($90,000 - $147,100)

In addition to what was outlined at the lower level, at this level the selected candidate will be involved in moderately difficult and complex procurements and contracts. This includes working networking with vendors and technical staff and requires very little supervision and skill in purchasing a consistent high volume of material for multiple customers.

What You Need

Minimum Job Requirements:

Procurement
Demonstrated proficiency in procurement specifications on practices related to the submission of Purchase Requests and Exhibits. Designated Procurement Representative (DPR) experience including PCard, BOA and purchase requests. Ability to assist technical personnel in the development of sole source justifications, Buy American justifications, Exhibits D thru I, and technical evaluations. Thorough knowledge of contract policies and procedures. Ability to make independent decisions and research, analyze, and problem solve complex procurements issues. Thorough knowledge of the Laboratory's organizational structure.

Customer Service
Exceptional customer service skills and the ability to provide clear, concise support and guidance to others. Experience interacting professionally with all types of personnel, including external interfaces and executive management.

Communication
Demonstrated experience and excellence in interacting and communicating both written and orally with customers in a customer service-related setting. Demonstrated ability to proactively assist others in achieving the organization's objectives.

Organizational Skills
Possess high attention to detail including excellent organizational skills, analytical thinking, observational skills, and problem-solving skills all to include high accuracy. Proven ability to multi-task and adjust to the workings of a dynamic and cohesive fast-paced team environment.

Personal Leadership
Ability to calmly manage frequent interruptions and changing priorities; complete assignments without established procedures; be available, dependable, and punctual.

Education/Experience for Vendor Liaison 2:
Requires a bachelor's degree in a relevant area form an accredited institution and a minimum of 5 years related experience; or equivalent combination of education and experience.

Education/Experience for Vendor Liaison 3:
Requires a bachelor's degree in a relevant area form an accredited institution and a minimum of 8 years related experience; or equivalent combination of education and experience.

Desired Qualifications:
  • Experience in preparing weapons related item procurements.
  • Experience handling complex, multi-tasked, and varying workloads through prioritization and teaming.
  • Experience purchasing a consistent high volume of material for multiple customers.
  • Active DOE Q clearance.

Location: This position will be located in Los Alamos, NM.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
