Incumbent serves as Bookkeeper for the City of Valparaiso Parks Department, responsible for performing bookkeeping/accounting duties and maintaining financial records and reports for Department.
DUTIES:
Maintains financial records and reports for departmental funds including, but not limited to, department daily balance reports using accounting and recreation management software.

Posts and balances financial transactions in accordance with State Board of Accounts and City Clerk-Treasurer requirements.

Processes bills for payment, checks accuracy of invoices, determines fund and account expenditures, and issues checks.

Prepares account payable vouchers, reports, and monthly board meeting agenda.

Supports Department with monthly and annual financial and budget reports, disposal of records, and provides data to State Board of Accounts during annual audit.

Performs various departmental daily financial tasks, including but not limited to, receipting, counting, balancing, and depositing incoming cash and credit card payments. Transfers deposits to/from the bank.

Balances and maintains credit card expense transactions and receipting.

Supervises Assistant Bookkeeper including planning, delegating and directing work and providing training/instructions.

Maintains inventory of office and maintenance supplies.

Assists Department staff and City staff with various tasks as necessary. Attends meetings and continuing education as required.

Performs related duties as assigned.

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

High school diploma or GED required with four years of experience in bookkeeping, accounting, business, and/or equivalent combination of education and experience.

Practical knowledge of standard bookkeeping principles/practices to complete legible and accurate record-keeping and receipt records.

Practical knowledge of standard office policies and procedures and computer programs used by the Department, including word-processing, spreadsheet, accounting, and recreation management, municipal, payroll and other bookkeeping software, and ability to apply such knowledge to a variety of interrelated processes, tasks and operations.

Practical knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence and documents.

Practical knowledge of filing systems and ability to maintain accurate and complete department files and records.

Ability to perform arithmetic calculations, count and compute figures, process payments, prepare bank deposits, maintain accurate financial records, and develop operating budgets.

Ability to supervise Assistant Bookkeeper, including planning, delegating, and directing work and providing training/instructions.

Ability to operate standard office equipment, such as computer, typewriter, calculator, multi-line telephone system, copier, fax machine, and postage meter.

Ability to effectively communicate orally and in writing with co-workers, other City departments, bank personnel, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities.

Ability to maintain confidentiality of department information and records according to state requirements.

Ability to read, understand, memorize, retain, and carry out written and oral instructions, apply knowledge of people and/or locations, and present findings in oral or written form.

Ability to work alone with minimum supervision and with others in a team environment.

Ability to plan and layout assigned work projects and complete tasks in a timely manner, including ability to work on several tasks at the same time and work rapidly for long periods, often under time pressure.

Ability to prepare detailed reports, including financial and payroll statements and activity reports.

Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct.

Ability to occasionally work extended hours and weekends and travel out of town trainings/meetings, sometimes overnight.

Possession of a valid Indiana driver’s license and a demonstrated safe driving record.

II. RESPONSIBILITY:

Incumbent performs bookkeeping and clerical duties according to a flexible, customary routine. Incumbent receives indirect or occasional supervision with assignments guided by legal requirements, referring to supervisor when interpretation of Department policies and programs are thought necessary. Decisions are usually determined by existing, well-established policies and procedures, and periodically made in the absence of specific policies and/or guidance from supervisor. Errors in work are usually detected through standard bookkeeping checks and/or notification from other departments, agencies, and prevented through procedural safeguards.

Undetected errors could result in loss of time to correct error and/or loss of money to department.

III. PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other City departments, bank personnel, and the public for purposes of giving and exchanging information.

Incumbent reports directly to the Director of the Parks Department.

Job Type: Full-time

Pay: $40,847.00 - $49,977.00 per year
