Community & Behavioral Health (CBH) promotes population health and health equity by developing, implementing, and evaluating sustainable, evidence-based public health policies, interventions, and systems. The Division conducts multiple types of health-related assessments; creates, implements and evaluates the City’s Community Health Improvement Plan (CHIP); and develops policies and initiatives aimed at improving the health of Denver residents while advancing equity at all levels. The Denver Office of HIV Resources (DOHR) resides within the Division of Community Health and administers Ryan White CARE Act funds. DOHR provides funding in various service categories to provide a comprehensive continuum of care for people living with HIV/AIDS. The Denver Tobacco Team within the Community & Behavioral Health Division has an opening for a Tobacco Field Investigator (Environmental Public Health Investigator I) who will work closely with Youth Operatives under twenty-one to conduct
Undercover Buy Inspections
and ensure compliance with regulations concerning advertising and labeling and the sale of tobacco products to underage youth.
Job duties and responsibilities of this position include, but are not limited to, the following:
  • Conduct routine and follow-up undercover underage tobacco inspections.
  • Coordinate and conduct training for program’s underage youth operatives
  • Ensure safety of youth and create an enjoyable and comfortable environment
  • Coordinate schedules with youth operatives to plan and conduct compliance check inspections of tobacco retail environments throughout the City and County of Denver.
  • Prepare investigative reports, collect, and complete documentation of evidence, and testify in criminal and administrative proceedings, as required.
  • Safely store program documents, program materials, and electronic or hardcopy investigative documentation for the required duration of time as directed by the Denver Tobacco Program.
  • Submit monthly inspection reports in a timely manner.
  • Complete and submit bi-weekly reports, timecards, and mileage to the Tobacco Program Supervisor.
  • Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE’s responsibilities outlined in the City’s Emergency Operations Plan. This may require being ‘on-call’ from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.
  • Other duties, as assigned.
About You
Our ideal candidate will have:
  • Baccalaureate Degree in Public Health, Environmental Health, natural/physical/life science or a related field preferred.
  • Experience conducting inspections.
  • Experience working with youth.
  • Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.
  • Computer and technical skills.

  • Experience Requirement: None
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
