Job Summary


Join the Minnesota Department of Health’s Staffing team as we bring a more innovative approach, grounded in customer experience, business partnership and creative solutions from the Human Resource Management division’s commitment to supporting the agency.

Critical to this role is having the communication skills and professional sophistication to develop and facilitate trusted management partnerships and the ability to proactively seek opportunities to stay informed of division and program workforce needs with division directors, managers, and supervisors.

The Strategic Staffing Lead manages a wide range of staffing related responsibilities, including:

  • Provide strategic staffing partnership to division directors and management within a designated bureau of the agency
  • Provide lead work direction within a team of HR staffing specialists
  • Advise hiring managers and staff on topics related to classification, recruitment and hiring practices
  • Effectively manage a bureau wide portfolio of staffing requests with staffing specialists, from audit to pre-onboarding, including:
    • Job and organizational analysis and auditing, consulting on and writing formal classification determinations
    • Advise, collaborate, and provide strategic recruitment methods, primarily for professional positions, focusing on a full life cycle approach, with an emphasis on internal and external customer experience.
    • Assist with compensation recommendations and evaluations
  • Collaborate with the agency staffing director in continuous improvement projects as a part of re-building our Human Resource Management division, where Staffing is an agency wide focus and priority.

This posting will be used to fill multiple positions, as we continue to grow a best-in-class HR team.

This position is 100% telework for applicants residing in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota, with the option to office onsite if preferred.

Qualifications

Minimum Qualifications

HR Consultant: Four (4) or more years of professional human resources experience which includes the following:

  • Full life cycle recruitment experience using strategic talent acquisition methods including:

  • Establishing minimum qualifications

  • Developing recruiting plans using contemporary methods and strategic approach

  • Analyzing and recommending compensation

  • Elevating Candidate/customer engagement experience

  • Job analysis/evaluation

  • Interpreting and advising on current employment laws, regulations, policies, and contracts related to classification, recruitment, selection, hiring, promotion, and/or retention of employees

A related associates degree may substitute for 6 months of experience; A bachelor’s degree in a related field may substitute for one year of professional experience; A masters degree may substitute for 18 months of experience.


Qualifications to be further assessed during the interview process:

  • Customer service and solution focused approach to HR management partnership

  • Critical thinking, strategic planning and communication skills sufficient to research, analyze and evaluate complex information, independently make sound decisions, resolve conflicts and provide management consultation on a variety of HR issues.

  • Inclination towards change management, process and continuous improvement

  • Depth of experience with full life cycle hiring and external recruitment methods

  • Willingness and ability to expand and refine job audit and classification expertise

Preferred Qualifications

  • Experience conducting job audit and classification determinations within the state of MN HR system

  • Experience with a job evaluation system such as the Hay method

  • Experience with the State of MN’s HRIS system (SEMA4) and Applicant Tracking system (Recruiting Solutions)

  • Experience providing lead work direction and guidance or mentoring to other HR staff

  • Experience identifying, developing and implementing HR process or service delivery improvements
