Position Overview

In support of NC3 Enterprise Center (NEC) Systems Engineering and Integration (SE&I) Division, personnel shall provide support for the Enterprise Sustainment & Evolution branch and the Enterprise Mission Management branch in the following areas: Program and Mission Management, Configuration Management, Technical Standards, Mission Engineering Analysis, Evolution, and Architecture


Essential Job Function

Support to the Enterprise Mission Management:

  • Provide National Leadership Command Capability (NLCC) programmatic analysis support for the development of the fiscal year NLCC Program Tracking Report (PTR).
  • Provide advisory and assistance support to the NEC NC3 Enterprise senior stakeholder meeting and decision forums (i.e. Systems Engineering and Authorities (SEA) Board Steering Committee (SC)).
  • Maintain, update, coordinate, publish (every two years), and update multi-volume set of NC3 System Description documents. referenced in the sub-paragraphs below.
    • Volume I: Introduction of NC3 Systems
    • Volume II: Command Centers, Forced Elements, and Sensor Systems
    • Volume III: Communication and Information Processing Systems
    • Volume IV: Acronyms and Abbreviations
    • Volume V: Information Process Flow
    • Multi-volume set of Senior Leadership Command, Control, and Communications System (SLC3S) - Airborne System Description documents
    • Volume I: Introduction of SLC3S
    • Volume II: Platforms
    • Volume III: Communications Systems and Interfaces
    • Volume IV: Acronyms, Glossary, and Related Information
    • Volume V: Information Process Flow), NC3 systems architecture diagram, NC3 Thin-line architecture.
  • Maintain, update, coordinate, and publish multi-set of Emergency Actions Procedures of the Chairman Joint Chief of Staff (EAP-CJCS) and provide technical support to the Joint Staff and NC3 community.

  • Provide proposed standard format of all NEC SE&I documentation and work with NEC staff to ensure all published documents (as defined by NEC SE&I leadership) are written in conformance with appropriate DoD and USSTRATCOM manuals and comply with documented and accepted government grammatical practices.
  • Assist the NEC SE&I Division to accomplish the priorities of the NEC by proposing and facilitating execution of strategic communications plan, improving workforce readiness, improving business processes, and tracking products delivery. Advise and assist the annual strategic plan, support the development of the division work plan and ensure alignment to the NEC SE&I Division's story to the NEC and STRATCOM priorities.
  • Develop and deliver (anticipated quarterly) single day training (in-person and or virtual) to the NEC SE&I workforce (at Ft Meade, MD and Offutt AFB, NE) needed to understand a high-level NC3 operations and technical systems to include operational environments they must operate in to meet mission requirements.
  • Develop and maintain a modern, interactive, comprehensive, technically accurate, grammatically correct, and user friendly, National Military Command System (NMCS) Reference Guide (NRG) in support NMCS and NLCC community stakeholders.
  • Support internal division workshops including content development, event coordination, disseminating all electronic and printed communication needed for the event and event facilitation Strategic communication materials produced shall include SE&I branding and documentation (i.e., slick sheets, trifolds etc.)
  • Shall provide executive level, administrative and business management support to the Chief(s), Systems Engineering and Integrations Division.
  • Provide Knowledge Management support by updating and conducting routing maintenance to the NC3 Enterprise Center collaborative information sharing environment (i.e. GOTS provided Microsoft Intelink SharePoint site) for NC3 and NLCC community stakeholders.
  • Serve as process improvement subject matter experts. Review all existing Standard Operating Procedures (SOPs), analyze areas of improvement and document updated processes. The contractor shall identify gaps and opportunities for improvement within the division and document as-is and to-be processes.

Minimum Qualifications

  • At least three (3) years of demonstrated relevant experience with the NEC.
  • At least three (3) years of demonstrated relevant experience with and/or education in communication principles and theory in NC3 systems.
  • Must possess a BS or BA in Engineering.
  • At least ten years’ experience in the following: Analyzing programs to determine requirements. Tracking program process and control. Developing and presenting reports on analysis findings. Drafting program documentation to support activities to higher-level management. Reviewing and tracking performance metrics.
  • Shall be a US Citizen
  • Must have a Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI), Nuclear Command and Control - Extremely Sensitive Information (NC2-ESI), North Atlantic Treaty Organization (NATO) and Special Access Required (SAR) classified material, Communications Security (COMSEC) Information, Restricted Data (RD), Formally restricted Data (FRD), Critical Nuclear Weapon Design Information (CNWDI
