Why does the job exist?

This position will work across Developmental Disabilities Supports Division and Medical Assistance Division to advance our Medicaid Home and Community Based services policy goals for people with intellectual and developmental disabilities. This position will also engage with stakeholders to promote best practices and innovations to improve outcomes and systems for people with intellectual and developmental disabilities in New Mexico.

How does it get done?

This position will research and identify potential resources by working with other state agencies, advocacy organization and other stakeholders to support and improve the Intellectual Developmental Disabilities system in New Mexico. This position will evaluate, analyze, and research best practice and innovations in Medicaid Home and Community Based services systems, policies, and programs to make recommendations, produce reports and issue briefs for senior leadership and the NM State Legislature. This position requires knowledge and experience with Medicaid Home and Community Based services waiver policies and programs, strong analytic and research skills, ability to think critically, excellent oral and written communication skills, and flexibility and ability to work in a dynamic and fast-pace environment.

Ideal Candidate

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment.
Program and staff management experience related to self-directed programs
Excellent written and oral communication skills to include public speaking
Experience developing and writing policy, standards, program rules and guidelines
Must be person-centered, innovative, and have advanced leadership skills, problem solving skills, and be able to look at IDD system from an individual, provider and systems level perspective

Minimum Qualification

A Bachelor's Degree in any field of study from an accredited college or university and five (5) years of professional level experience operating within parameters and guidelines directly related to the purpose of the position defined by the agency at the time of recruitment. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive a Defensive Driving Course Certificate as a condition of continued employment within 45 days of employment. Travel may be required with some occasional overnight stays. Successful completion of the Health Insurance Portability and Accountability Act (HIPAA)

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Office setting with extensive use of personal computer, telephone, copier and other related office equipment that involves sitting, standing, bending, reaching, etc. to include lifting up to 30 pounds.
