The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job. SUMMARY:

The Specialist, Safety is responsible for establishing and maintaining an Accident Prevention Program and Comprehensive Safety Program. Implements safety programs and develops, manages, and delivers safety training programs to Authority personnel.

ESSENTIAL FUNCTIONS:

  • Assesses job hazards and recommends appropriate controls and/or personal protective equipment to mitigate hazards.
  • Conducts facility and crew safety inspections to ensure compliance with DC Water Safety policies and procedures and reports on findings.
  • Investigates accidents/incidents to determine causes and works with management and employees to develop appropriate correction actions to prevent reoccurrence.
  • Audits and reports on management and employee safety performance.
  • Prepares and distributes safety-related presentations such as bulletins, alerts, and articles.
  • Provides safety oversight and direction to the Safety Operations Manager regarding effective operation and compliance of DC Water’s Comprehensive Safety Program.
  • Assesses work activities and develops customized safety training courses and curriculums for Authority personnel. Delivers training to Authority personnel.
  • Works with management to schedule safety training courses and tracks the completion of the courses using the Authority’s Learning Management System (LMS).
  • Evaluates the effectiveness of the training by conducting field inspections to evaluate if the information is retained and utilized by the course attendees.
  • Manages Occupational Safety Health Act (OSHA) compliance program.
  • Monitors and evaluates the progress of the unit towards meeting goals and makes adjustments in objectives, work plans, schedules, and commitment of resources.
  • May be required to work after hours as DC Water’s representative on the citywide emergency response team or as an Emergency Liaison Officer (ELO) for the Authority in the District of Columbia’s Emergency Management Agency (EMA).
  • Performs other related duties and projects as assigned at the discretion of the Manager, Safety Operations or Director, Occupational Safety & Health.

Key Working Relationships: Interacts with co-workers in the department and throughout the Authority, other government agencies and organizations, etc.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor’s degree in Environmental Science, Industrial Hygiene or Safety from an accredited university or college and five (5) years of related progressive experience associated with workplace health and safety programs; or an equivalent combination of education and experience.

  • A Certification in the field of occupational safety & health is highly desirable. Certification to conduct OSHA 500 and OSHA 501 training is a plus.
  • Comprehensive knowledge of occupational safety and health principles, techniques, practices, and standards.
  • Fundamental knowledge of physics, chemistry, chemistry, biology, physiology, statistics, mathematics, engineering mechanics, industrial processes, etc.
  • Skill in communicating, orally and in writing.
  • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
