Provides nuclear communications expertise for NC3 special programs in support of the Nuclear Enterprise Center at Offutt AFB.

• Participate in extensive technical writing activities, to include future development such as: Concept of Operations (CONOPS) and test plans. Have the ability to work autonomously, and when required, act as project lead.
• Assist the government in advocating for NC3 Enterprise requirements and interoperability requirements. This shall include programmatic insight of the Planning, Programming, Budgeting, and Execution (PPBE) process, mission-owner requirements, Joint Capabilities Integration and Development System (JCIDS) document development, and technical implementation advice, as required.
• Assist the government in coordination of demonstrations and test plans and ensure that the goals of the tests align with NC3 Enterprise guidance and direction. Conduct analysis and provide status updates and briefings for senior leaders.
• Assist the government in the coordination, development, and execution of security programs and program protection activities.

At least 8 years of experience in the following:

• NC2/NC3 operation capabilities and procedures, and experience in the operations platforms, communications, and modes of operations, to include current efforts in developing survivable and endurable NC2/NC3 capabilities.

At least 5 years of experience in the following:

• Background and training in one or more of USSTRATCOM assigned UCP missions, assignment at the Combatant Command, Joint Staff, Service, or MAJCOM level.

At least 5 years of experience in the following:

• Working with US Government Interagency functions and processes; OR, at least 2 years of experience analyzing and synthesizing multiple interagency products such as reports, meeting minutes, and speech transcripts in order to create requirements to support the mission.

At least 3 years of experience

• Staffing complex packages and adjudicating content.

At least 2 years of experience in the following:

• Developing Command responses for Senior-level decision documentation (similar to CONOPS, Integrated Priority List, Analysis of Alternatives) at the Combatant Command, Joint Staff, or DoD OSD levels; and staffing complex packages and adjudicating content.
• In the Program Objective Memorandum, and the Office of the Secretary of Defense Program Budget Review activities. Prior PPBE experience at the Combatant Command, Joint Staff or Service MAJCOM level is allowed as an alternative.

Education: Bachelors degree or higher. May substitute experience for degree.
