OVERVIEW

The Data Engineer (Senior Technology Analyst) position is assigned to the Information Technology Data Systems Unit. The Data Services Unit provides technical integration and support for the JCC Data system platform and Data Warehouse.

This position will be responsible for highly advanced technical tasks related to data translation, data transformation, data warehousing, data prepping and cleaning, data mapping, data analysis, data management, data integration, and data quality.

This position receives general direction and supervision.

The successful candidate will be expected to work in the Judicial Council’s San Francisco or Sacramento office; Remote work options for employees who live in areas surrounding these locations may be considered.

RESPONSIBILITIES

Analyze, design, construct, maintain, and enhance data integration processes and procedures.

  • Collects data integration requirements and creates data technical solutions
  • Understands and maintains a working knowledge of the data warehouse architecture, design, schemas and security
  • Supports, monitor and ensure data integration processes are performing correctly

Develops and performs quality assurance

  • Defines and create quality assurance plans and tests
  • Performs testing and validation
  • Conduct data validation, data mapping, and data cleaning on datasets, queries, and scripts

Provides technical support and troubleshooting

  • Provides data integration technical support to stakeholders (Courts, JBEs, JCC, project team members, etc)
  • Performs troubleshooting support to data integration processes impacting the stakeholders
  • Collaborate with testing leads to establish sufficient coverage of the testing framework

Performs Research and Analysis to support data engineering efforts

  • Preform data/data integration related research and present analysis to stakeholders and support team
  • Present reports and analytical findings to technical and non-technical audiences in a manner that promotes common understanding
  • Develop, present, and administer alternatives analysis for data processing issues

Other Duties and Responsibilities:

  • Attend staff meetings (weekly, bi-weekly, monthly, or as scheduled)
  • Prepare/attend for one-on-ones (weekly or bi-weekly)
  • Attends Vendor management meetings (as needed)
  • Attend relevant committee and stakeholder meetings (as needed)
  • Attend training to complete training requirements (on-going)
  • Maintain knowledge in current and emerging technologies (on-going)

MINIMUM QUALIFICATIONS

Education and Experience

Bachelor’s degree, preferably in computer science, information systems, or a related field, and five (5) years of experience maintaining complex infrastructure with extensive knowledge in assigned area of expertise such as servers, hardware, operating systems and/or network operating systems, network hardware, telecommunications, and security.

Possession of a bachelor’s degree in computer science, information systems, or directly related field may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional

directly related experience and/or education may be substituted on a year-for-year basis.

OR

One year as a Technology Analyst with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of a Technology Analyst in a California Superior Court or California state-level government entity.

Desirable Qualifications:

  • Experience with data warehouse and data integration Architectural framework technology skills:
  • Snowflake -- database management
  • Talend -- extract-transform-load and extract load-transform (ETL/ELT) solution
  • Power BI -- business intelligence (BI) and data visualization and reporting appliance
  • Azure Data Lake Storage -- primary data ingestion and storage component and cloud services platform
  • Experience in industry-standard methods, tools, techniques and processes
  • Strong problem-solving skills
  • Proficient in complex SQL writing
  • Proficient in MS Office, specifically Word and Excel,.
  • Ability to work independently and as part of a team
  • Strong written and verbal communication skills
