The Senior Project Manager is responsible for the successful planning and execution of projects as assigned by the Vice President, Director and/or Sr. Program Manager of the Program Management Office. Project assignments will consist of highly complex initiatives and will involve a diverse set of components with cross functional departments. Projects cover a variety of operational initiatives including new market/health plan contract launches, new service line implementations, government & regulatory compliances, PCP practice transformations and process improvements. In this role, the Senior Project Manager will partner with front line staff, managers, and senior level management to develop, deploy, and engrain quality improvement strategies throughout the organization in alignment with organizational goals. The Senior Project Manager will also lead and manage process improvement programs and projects using appropriate process improvements or quality management tools which may include Lean, DMAIC, or Six Sigma to minimize waste, decrease errors, increase efficiency and effectiveness, improve patient care and organizational processes, and create value in assigned areas. The successful Senior Project Manager must be able to quickly adapt to different sizes, types of projects and must be able to utilize best practice project management techniques to plan, organize, monitor, risk mitigate and close assigned departmental and multi-departmental projects. The Senior Project Manager will lead with positivity and motivates all involved parties (both internal and external to company) to achieve the project objectives efficiently, effectively and within agreed upon time, scope, cost, and performance criteria. He/She will work on multiple projects (3+ projects) and manage multi-functional teams, while maintaining excellent communication with management. The Senior Project Manager will lead and use independent judgment, initiative, and tact, completing assignments.

Job Responsibilities/Duties

  • Successfully manage assigned projects through the entire project management life cycle, from initiation through execution and closure. Drive the project teams in evaluating, analyzing, planning, organizing, executing, and deploying projects independently
  • Concurrently manage multiple projects (3+ projects) and/or process improvement initiatives that may be at various points of the project life cycle.
  • Gather and analyze appropriate data relevant to improvement programs ensuring efficient use of time and accurate analysis
  • Assess performance improvement opportunities independently including but not limited to direct observation, time studies, data gathering and data analysis
  • Develop and maintain strong working, professional relationships with executive and functional staff associated with assigned projects
  • Proactively perform front line, tactical activities as needed to help keep assigned projects on track for successful completion
  • Demonstrate active awareness, with the ability to initiate, observe and listen to verbal and nonverbal interactions and events and process this input to adjust a course of action
  • Actively monitor and report on the progress of projects against baselined artifacts. Work with project team members to monitor performance
  • Identify risks and issues and conduct follow-up on off-track/lagging projects and tasks. Develop strategies and action plans to resolve issues and mitigate risks. Escalate risk and issues as appropriate for timely resolution and mitigation
  • Deliver detailed project plans, which include time, resource and dollar estimates and defined objectives. Takes ownership of work plan to ensure project objectives are met via task sequencing and assignment of appropriate resources from applicable departments.
  • Analyzes options and presents recommended solutions throughout project. Creates and maintains project documentation and reports; orchestrates project meetings and related materials (such as agendas, meeting minutes, follow-up actions) and assists with overall project administration and communication (both inside & outside of the project team).
  • Complete Benefit Realization and/or final ROI schedule
  • Obtain final sign-off by Project Sponsor and ensures proper notification to project team & management. Conduct post-implementation lessons learned review and distribute results.
  • Prepare project completion documentation (e.g., actual to budget variances, measurement of project objectives achievement and transition document). Ensure that post-implementation activities are defined, transitioned/supported, and maintained properly.
  • Build and maintain productive intradepartmental relationships with various management levels in all departments (Contracting, IT, Claims, Medical Management, Performance Programs, Network Management, MSO Management, etc.) to enable effective & accurate project completion. Act as a resource to department management for answering / researching questions regarding projects.
  • Facilitate communication between internal and external customers. Ensures that verbal and written communication is clear and concise. Escalate issues, risks and other project obstacles to executive stakeholders and PMO leadership appropriately.
  • Create and execute approved action plans to mitigate risks and resolve issues. Proactively communicate and manage expectations of Project Sponsors and other executive stakeholders.
  • Partner with the Director and Sr. Program Manager of Program Management Office in portfolio and roadmap management. Assist with strategy and goal development for the department to be able to meet changing business needs efficiently and effectively.
  • Proactively make recommendations and propose solutions for business and team’s success and continuous improvement.
  • Provides guidance and mentor Project Managers and Business Analysts/Business System Analysts.
  • Assist Department Director/Sr. Program Manager in developing metrics and tools to measure progress on department goals.
  • Ensure self-compliance with company policies, procedures and workflows and strategic use of tools and reports.
  • Assess and facilitate performance improvement opportunities independently including but not limited to direct observation, time studies, data gathering and data analysis.

Qualifications

Minimum Education: Bachelor's degree required, or equivalent combination of education and experience. Advanced degree preferred.

Minimum Experience: Five or more (5+) years of experience in healthcare, preferably in an IPA or Health Plan operational setting required. Five (5) years of experience project managing large scale projects with multi-disciplinary components required. Must have strong working knowledge of Microsoft Word, Excel, Project, PowerPoint, Visio, SharePoint, and Teams. At least 2 years of experience having direct reports preferred. At least 2 years of experience preferred. with any combination of: performance/process improvement projects including, but not limited to, Lean, Six Sigma methodologies; enterprise system implementation projects utilizing SDLC or Agile; clinical integration projects involving compliance, HIPAA, and interoperability with other system; new market/expansion projects with health plans and CMS.

Req. Certification/Licensure: Certification in Project Management (PMP) preferred. Certification in Six Sigma Black Belt preferred.
