JOB SUMMARY

Under the direction of the Land Records Manager, the Senior Land Records Specialist applies specialized knowledge and skills in records preservation and maintenance in compliance with Minnesota Statutes, District Court rules and standards of practice relating to abstract, Torrens and miscellaneous documents. The Senior Land Records Specialist is responsible for coordinating the application, review, maintenance, and compliance of all advanced land record transactions, reading and drawing legal descriptions, verifying advanced subdivision land transactions, new plats and correspondence with County Examiner of Titles, title companies and City and Township Officials.

TYPICAL DUTIES AND RESPONSIBILITIES
  • Coordinates the application, review, maintenance, and compliance of advanced or intricate splits, new plats, condemnations and annexations.

  • Performs detailed review of all documents presented for recording for accuracy, completeness, and compliance with state statutes, District Court rules, and standards of practice. Rejects documents not in compliance

  • Interprets and maps out complex legal descriptions to ensure proper recordation

  • Reviews preliminary plats, revisions, and revised half-section maps.

  • Uses Geographic Information System (GIS) to properly identify parcel locations, determine abstract and Torrens issues, and identify other potential issues impacting title

  • Prepares new Torrens certificates in compliance with Court orders

  • Prepares new or updated Torrens certificates in accordance with transfer and encumbrance documents

  • Communicates with agencies such as city, county, state, real estate agents and attorneys regarding the approval/denial of land record transactions and the accuracy and completeness of documents presented for recording.

  • Enters applicable data from documents submitted for recording into numerical, grantor grantee, and geographic tract indexes as required.

  • Assists customers with questions related to recording and retrieval of recorded documents.

  • Performs a number of duties related to general land and tax records.

  • Performs other comparable duties as assigned.
MINIMUM QUALIFICATIONS
  • High School diploma or GED and two (2) years of clerical and/or secretarial experience
or
  • Associates Degree in related area

Preferred Qualification: Four (4) years of experience in the land title or land records profession.
SCORED EXAMINATION PROCESS

The highest ranked candidates meeting minimum qualifications will be recommended for the scored oral examinations (interviews). Final selection for the position will include successful completion of oral interview(s), reference checks, and background investigation.
