Job Summary:
Acquisition Professionals LLC is seeking a Senior Contract Specialist to provide support and assistance that primarily serves as an advisor to management on the evaluation of the effectiveness of Rural Development's acquisition programs and efficiencies.

Responsibilities:
  • Assist the client PMO to develop comprehensive Forecasting Tools for programs to develop life cycle cost analyses of projects or performing cost benefit or economic evaluations of current or projected programs. Analyze data and develop reports.
  • Extensive technical experience in the following areas: Application of fact-finding and investigative techniques, Oral and written communications Market research and acquisition planning
  • Pre-solicitation supporting document preparation o Source selection plan document preparation and assistance o Pre and post award documentation preparation o Contract administration document preparation
  • Assist in conducting reviews of acquisition documents (market research, acquisition plan, request for quotes and request for proposals, etc) to determine adequacy and sufficiency.
  • Support in client source selections and review of Organizational Conflicts of Interest (OCI) Plans.
  • Prepare modifications for various contractual actions to include, but not limited to, contracts, purchase/delivery/task orders, blanket purchase agreements, indefinite delivery contracts as necessary.
  • Complete all assigned orders within agency to established milestones.
  • Complete and handle all files in accordance with acquisition regulations and local policies and procedures.
  • Administer and/or closeout contract vehicles in accordance with regulatory guidance and procedures.
  • Participate in meetings. Meetings include acquisition planning meetings, pre-award conference, periodic progress review meetings and other meetings.
  • Able to lead cradle to grave contracting process for a team of contract acquisition professionals.
  • Mentor with other staff to ensure their understanding of procurement terms, methodologies, and processes; how to prepare contract files and associated electronic documentation and procurement actions for execution.
  • Support team by analyzing procurement systems and processes, reviewing current procurement practices and make recommendations for improvement.
Education/Certifications:
  • High level of government contracting knowledge and skills
  • Eight years of relevant experience in federal contracting
  • Bachelor's Degree and 24 semester hours in business related coursework, from an accredited college or university
Required Qualifications:
  • Bachelor's Degree with 24 credits in business related courses (accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management).
  • 6+ years of experience in federal contracting as a Senior Contract Specialist
  • FAC-C or DAWIA Level III Certification or equivalent
Desired Qualifications:
  • Intimate Knowledgeable of the FAR.
  • Advanced proficiency in the use of PRISM
  • In-depth working knowledge of federal procurement regulations and policies.
  • Ability to perform complex cost and/or price analysis functions.
  • Knowledgeable and experience using electronic media, including Microsoft Office software (Word, Excel, Power-Point, etc.)
  • Excellent writing skills and able to communicate effectively both orally and in writing.
  • Knowledge of the substantive nature of the development of requirement packages (market research, development of Performance Work Statements, and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency.
  • Expert organization skills that will be used to provide acquisition support to the team.
