Job Description:

  • Ability to work on site or virtually with Program Team. On site or virtual collaboration and team building with Supply Chain group as well as Program Team.
  • Develop and manage RFQ/RFP process, negotiate agreements and manage/administer the contract for medium complexity and value for government and commercial programs.
  • Evaluates bids and selects suppliers based on price, delivery, quality, and service to obtain best overall value for L3Harris.
  • Utilize MRP systems, PeopleSoft financial system, Supplier Rating System, and expo portal applications.
  • Interprets FAR/DFAR/ITAR laws, rules and regulations regarding import/export control certifications and licenses.
  • Tracks all Purchase Orders through reports, works matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses. Interfaces with receiving and accounting to resolve issues.
  • Meets established goals, objectives, and performance metrics and solves problems of increased scope and complexity where analysis of situations or data requires a review of a variety of factors.
  • Confers with suppliers to determine factors that affect competitive total cost of ownership consistent with quality, reliability, and ability to meet required schedules. Evaluate root cause and corrective action with suppliers on late delivery performance.
  • Supports supplier/contract manufacturer strategy development and execution
  • Assists in implementing supplier quality initiatives (zero defect plan, APQP)
  • Analyzes and executes supply chain resiliency strategies to best mitigate supply risk and disruption (subcomponent sourcing strategy, BOM analysis, VMI)
  • Builds stable working relationships with manufacturing, quality engineers, material management and program office regarding procurement demands by early involvement with programs and suppliers to determine risk mitigation actions for critical path parts.
  • Participate on projects/teams as assigned.

Essential Functions:

  • Responsible for timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents
  • Interacts and communicates effectively with management, peers, and works directly with other functions such as: contracts, program office, and cross functional peers.
  • Basic understanding of procurement systems and tools such as Material Requirements Planning (MRP), Control, Cognos, Quality, Excel, Peoplesoft Financials, Expo, PDM and other systems, execute transactions effectively in each system
  • Serve as the Subcontracts focal point to assigned programs
  • Support Program(s) and SCMs on negotiations and strategies development
  • Negotiates and executes legal documents as required (i.e., Non-Disclosure Agreements (NDAs), Legal Agreements, etc.), based on assigned signature authority
  • Work closely with Trade Compliance and provide guidance and support to the Program(s) related to correct document markings (i.e. Export Controlled, Proprietary Information, ITAR, EAR, etc.)
  • Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Work (SOW) improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance

Qualifications:

  • Bachelor’s Degree and a minimum of 2 years of prior related experience or
  • Graduate Degree or equivalent with 0 to 2 years of prior related experience.
  • In lieu of a degree, minimum of 6+ years of prior Subcontracts experience.

Preferred Additional Skills:

  • Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.
  • Subcontracting/Contract Manufacturing experience
  • Supplier Management and Supplier Strategy experience
  • Import/Export compliance experience.
  • MRP system experience.
  • Experience in managing contract manufacturers and electronics sourcing.
