General Definition of Work*
Performs work providing property assessment and classification services for property tax purposes including appraisal of commercial and industrial properties, analyzes assessment data, administers property tax programs, responds to taxpayer or public official inquiries, and related work as apparent or assigned.
Work is performed under the supervision of the County Assessor.
Assists County Assessor in the oversight of designated staff.

  • Appraises agricultural, residential, seasonal, commercial, industrial, multi-family, exempt, and personal property to establish market valuations and property tax classifications for tax purposes.
  • Prepares sale worksheets, performs surveys, and maintains comparative cost, income, and expense information to support property assessments.
  • Monitors assessment levels and measures assessment uniformity to ensure work meets assessment standards.
  • Compiles and evaluates state required sales ratio studies by assessment districts and provides statistical analysis of these studies to correct inequities in local assessment districts.
  • Reviews assessment concerns from the public and government officials and meets with taxpayers to provide information or solicit feedback.
  • Administers property tax programs to ensure proper tax treatment by reviewing applications and following processing guidelines.
  • Processes certificates of real estate value and conducts sales verifications to validate data and obtain supplemental information.
  • Assists with tax court preparation and presents testimony at hearings.
  • Leads statutory or informational meetings with the public and government officials.
  • Assists with testing and developing assessment technology, variation models, and processes schemes used for database building, maintenance, and reporting activities.
  • Assists public with applications, abatements, and interpretations of assessment statutes.
  • Assists in developing department policies, guidelines, and valuation schedules.
  • Advises and instructs appraisers on application of appropriate assessing procedures, techniques, and methods.

Qualifications

Minimum Qualifications
High school diploma (or equivalent), and moderate experience in real estate, construction, property appraisals, or a local government assessor’s office or equivalent combination of education and experience.
Must be licensed as an Accredited Minnesota Assessor (AMA) or Senior Accredited Minnesota Assessor (SAMA) by the State of Minnesota.
Special Qualifications
Maintain valid driver’s license in the State of Minnesota.
Required Knowledge, Skills, and Abilities

  • Knowledge of property assessment practices, principles, methods, and techniques.
  • Knowledge of construction and real estate terminology and costs.
  • Knowledge of computer applications including spreadsheet, word processing, computer assisted mass appraisal (CAMA), and property tax software programs.
  • Knowledge of the county’s topography and political boundaries.
  • Knowledge of county policies and ability to apply them to assigned work.
  • Knowledge of federal, state, and local laws, rules, regulations, and guidelines related to assigned work.
  • Knowledge of data privacy practices and ability to maintain confidential documents and information.
  • Skilled in presenting complex information to individuals and groups.
  • Ability to understand property tax, property assessment, and property classification laws and state guidelines.
  • Ability to use measurement tools and conduct accurate measurements.
  • Ability to make mathematical calculations quickly and accurately.
  • Ability to read and understand legal descriptions of land.
  • Ability to read a manual and apply its procedures to assigned work.
  • Ability to train staff in areas of responsibility.
  • Ability to analyze workflow problems and coordinate efforts to meet necessary deadlines.
  • Ability to collect and organize data and convert to written reports.
  • Ability to organize work and adhere to administrative or statutory deadlines.
  • Ability to analyze data for inquiries and reporting purposes.
  • Ability to complete assigned work with accuracy and strong attention to detail.
  • Ability to understand, follow, and communicate written and oral instructions.
  • Ability to work without close supervision.
  • Ability to establish and maintain effective working relationships with co-workers, county officials and department heads, employees, other governmental employees, and the public.

Working Conditions
Physical Requirements and Activity
This work requires the occasional exertion of up to 25 pounds of force; work regularly requires standing, speaking or hearing and using hands to finger, handle or feel, frequently requires walking, standing, sitting, repetitive motions, climbing or balancing, stooping, kneeling, crouching, or crawling, and reaching with hands and arms.
Sensory Requirements
Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
Sensory Utilization
Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment, and observing general surroundings and activities.
Environmental Conditions
Work frequently requires exposure to all outdoor weather conditions and occasionally requires wet, humid conditions (non-weather), working in high and precarious places, exposure to fumes or airborne particles, exposure to extreme cold (non-weather) and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).
