Job Description
To support our growth, we are seeking an air quality and climate change specialist to contribute to the development of innovative, accurate, timely, and high-quality products and services. This position would work on sustainability services for one of the state’s largest passenger rail infrastructure projects, including preparation of lifecycle greenhouse gas (GHG) inventories, carbon offset planning, research on feasible and cost-effective emission reduction strategies, legislatively mandated emissions reports, and much more. You would also have opportunities to contribute to ICF’s growing CEQA/NEPA practice. As a senior specialist, you will be leading project-level air quality and GHG emissions analyses, health risk assessments, and report preparation for public and private clients throughout the state of California. Position available in any ICF California office and full-time remote will also be considered.
Key Responsibilities
  • Conduct whole carbon and lifecycle GHG assessments for passenger rail infrastructure.
  • Support the development of carbon management plans for passenger rail infrastructure, including evaluating feasible emission-reduction options and conducting benefit-cost analyses.
  • Complete research on sustainability topics, including low-carbon concrete, renewable fuels, and zero-emission vehicles.
  • Support project-level criteria pollutant reporting to the California Air Resources Board and local air districts.
  • Lead CEQA and NEPA air quality and GHG impact analyses for land use development, infrastructure, and roadway projects
  • Solve quantitative and qualitative problems.
  • Interact with public and private sector clients.
Qualifications
  • Bachelor's Degree in Environmental or other Earth Sciences, Economics, Engineering, Statistics, Mathematics, Computer Science, Atmospheric Science/Meteorology, Chemistry, Physics, or related subjects.
  • 3+ years of experience preparing air quality and GHG impact analyses. Direct experience with lifecycle and whole carbon assessment preferred.
Additional Skills and Experience
  • Experience with air quality models (e.g., EMFAC, CT-EMFAC, CalEEMod, CALINE-4, OFFROAD, MOVES). Experience with dispersion/photochemical models (e.g., AERMOD, SMOKE, CMAx) a plus.
  • Fundamental understanding of state and federal air quality and climate change environmental policy and regulation (e.g., Cap-and-Trade, SB 32, Clean Air Act, CEQA, NEPA).
  • Ability to independently complete air quality and GHG technical analyses, including data collection, modeling, and report writing.
  • Excellent quantitative and modeling skills (including MS Excel).
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to prioritize and multi-task, and the ability to work under strict deadlines in a fast-paced environment.
  • Ability to work independently and as a team.
