Duties

The primary purpose of the position is to serve as a Security Specialist. Typical work assignments include:

  • Manage and develop long-range plans for efficient and effective program implementation and administration of exercises focusing on security, such as active shooter, vehicle ramming, Improvised Explosive Device (IED), Unmanned Aerial Systems (UAS), as well as natural hazards resilience.
  • Serves as a security specialist developing and facilitating exercises related to stakeholder engagement in support of critical infrastructure and resilience missions.
  • Ensures plans, programs, and communications activities are consistently implemented and that timely and appropriate corrective actions are taken to meet and exceed customer and partner expectations, as well as upholding public safety.
  • Identifies program issues or problems related to security or natural hazards resilience programs and exercises; makes recommendations, and coordinates resolutions, and improvements.
  • Conducts special studies of program functions and work processes.
  • Leads, or assists, matrixed teams to plan and execute Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises, with a focus on critical infrastructure resilience.
  • Facilitates exercise planning meetings, exercises, and serves as an exercise controller for operational exercises.
  • Conducts evaluations of ongoing functions to ensure that the program meets its stated goals and identifies areas where operational efficiency can be enhanced.
  • Develops, reviews, and revises strategic, operational, and after-action reports, policies, and procedures in accordance with ISD priorities.
  • Develops exercise materials for both discussion and operations-based exercises, i.e. Situation Manuals (SITMAN), Exercise Plans (EXPLAN), Master Scenario Events List (MSEL), meeting slides, After Action Reports (AAR's), etc.
  • Conducts research on projects to gather and analyze data to ensure that relevant facts are presented, developing options and recommendations, setting schedules and milestones.
  • Represents the division at meetings, conferences, and other forums with government officials, industry, and other stakeholders.
This position is located in the Cybersecurity and Infrastructure Security Agency (CISA), Infrastructure Security Division (ISD).

Qualifications

You may qualify for this position if you possess at least one year of specialized experience equivalent to the next lower grade from which you are applying.

GS-07: You qualify for the GS-07 grade level if you possess one of the following:

A. Experience: One year of specialized experience, equivalent to the GS-05 grade level in the Federal service - 1) Gathering, reviewing, and preparing reports in the areas of information, automation, physical, industrial and/or personnel security. 2) Assisting security or emergency management personnel in the preparation of written and oral advice and assistance for senior leaders and serviced customers. 3) Assisting security specialists in developing, implementing, and monitoring various security programs. And 3) Supporting security specialists in performing surveys, inspections, and assessments.

B. Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp), may be substituted to meet the specialized experience requirement.

C. Combining Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements.

GS-09: You qualify for the GS-09 grade level if you possess one of the following:

A. Experience: One year of specialized experience, equivalent to the GS-07 grade level in the Federal service - 1) Assisting in the planning and execution of exercises for private sector, state and local first responder, and Federal agency stakeholders. 2) Supporting the conduct of enterprise level studies of security program functions and work processes. 3) Assisting in the development of exercise after-action reports, policies, and procedures. And 4) Aanalyzing operational trends to compile data for analysis.

B. Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement.

C. Combining Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements.

GS-11: You qualify for the GS-11 grade level if you possess one of the following:

A. Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service - 1) Performing long-range planning, execution, and evaluation of exercises for private sector, state and local first responder, and Federal agency stakeholders that focus on evolving threats and the potential impacts of those threats on various communities. 2) Conducting program function and work process studies; presenting findings, options, and recommendations, via briefings, after action reports, project papers. 3) Conducting research on projects to gather all available data, analyzing the data to ensure that all relevant facts are presented, developing options and recommendations, setting schedules and milestones. And 4) Coordinating with Federal, state and local organizations in the development of their response and recovery plans.

B. Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree, may be substituted to meet the specialized experience requirement.

C. Combining Education and Experience: Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements.

GS-12: You qualify for the GS-12 grade level if you possess the following:

Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service - 1) Performing long-range planning, execution, and evaluation of exercises for private sector, state and local first responder, and Federal agency stakeholders that focus on evolving threats and the potential impacts of those threats on various communities. 2) Conducting program function and work process studies; presenting findings, options, and recommendations, via briefings, after action reports, project papers. 3) Conducting research on projects to gather all available data, analyzing the data to ensure that all relevant facts are presented, developing options and recommendations, setting schedules and milestones. And 4) Coordinating with Federal, state and local organizations in the development of their response and recovery plans.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
