AXIS is seeking a Regulatory and Policy Analyst to support public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges for the U.S. Environmental Protection Agency.

The individual filling this position will provide technical support in the development and revision of drinking water standards, underground injection rules and other Safe Drinking Water Act (SDWA) rulemakings through data collection and analysis; risk evaluation, assessment, and communication; occurrence and treatment studies; and economic analysis. Specific areas of responsibility include evaluating health effects data and risks of exposure to contaminants; analyzing contaminant fate and transport; analyzing information on technologies that prevent contamination and that detect and remove contaminants; managing and analyzing contaminant occurrence data; and analyzing compliance costs in the development and revision of standards and rulemakings.

The successful candidate will also provide technical support to ensure sustainability of drinking water systems and infrastructure through effective management processes, further development of coordinated approaches to improving access to safe drinking water and assisting the EPA in encouraging water system owners and operators to adopt sustainable management practices. Successful candidates will have understanding of water supply, including source water management, storage, treatment, and transmission/distribution.

Responsibilities

  • As a Regulatory and Policy Analyst, you will work within an interdisciplinary team conducting applied research and providing consulting services in support of national-level programs focused primarily on addressing a range of issues, including:
  • Supporting and eventually leading research and quantitative analyses, and conduct regulatory and policy analyses for clients
  • Compiling and analyzing data to characterize baseline environmental conditions, reviewing and synthesizing scientific literature to characterize the impacts of pollutants on human and ecosystem health
  • Developing and applying pollutant fate and transport and exposure models and other analytical methods to quantify policy effects
  • Providing general program support by working in collaboration with senior and junior staff within a multidisciplinary team that includes scientists, engineers, and economists.
  • You will also have direct contact with clients and will contribute to expanding our business

Minimum Qualifications

  • Master's degree in environmental science, environmental engineering, public policy, or a related discipline, and outstanding academic record
  • 1-2 years of experience in ecological and human health risk assessment, systems modeling, and programming/scripting data analyses
  • Strong analytical and quantitative skills and a demonstrated ability to work independently and to apply a variety of technical skills and innovative thinking to solve complex problems
  • Excellent oral and written communication skills, with a collaborative mindset and ability to juggle multiple priorities in a fast-paced environment

Preferred Qualifications

  • PhD in Environmental Science, Environmental Engineering, Public Policy with environmental focus
  • Prior consulting experience is highly desirable
  • Preference will be placed on candidates with demonstrated proficiency or prior research or employment applying models and using analysis software and scripting language (e.g., R, Python) to analyze environmental data
  • Knowledge of issues of environmental and natural resource regulation and policy, particularly as pertains to federal statutes and regulations
