The Director of Quality and Compliance provides oversight of the agency’s quality assurance and quality improvement activities for our DC and Maryland programs. This role has responsibility to manage the certification and recertifications of the agency’s major programs, Medicaid, CARF, and Managed Care applications/certifications.

This role collaborates with Program Managers and Clinical Directors to ensure compliance and contractual obligations are met. As chair of the Quality and Compliance Committee, the Director develops the annual quality initiatives through data and trend analysis. Additionally, the Director works closely with the Director of Population Health & Integrated Care to create mechanisms to gather client data across programs and locations.

Responsibilities include, but are not limited to:

QI/QA RESPONSIBILITIES
  • Quality Assurance Mental Health Programs
  • Routine auditing and/or oversight per DBH Claims Audit Tool and Quality Review Tool
  • Oversee the internal Medicaid quality audit which is conducted weekly by the QA Assistant
  • Named as PTHDC HIPAA Compliance contact and Grievance Manager
  • Oversight of agency clinical policy/procedure manual
  • Manage LOCUS, GAINS, Medical Records
  • Oversee Electronic Medical Records including the development of forms, templates, and data points.

  • Quality Improvement
  • Analyze monthly Clinical Activity Report, develop quality initiatives based on findings, and present at quarterly QI meetings
  • Follow up, tracking and investigation on Incident Reports as well as chair quarterly Incident Review and Mortality Review Committees
  • Update policy and procedure manuals as needed
  • Coordinate/conduct annual internal fidelity assessments- both Housing First and ACT
  • Manage Consumer Advisory Board process to ensure it is well functioning
  • Conduct annual consumer satisfaction surveys
  • Manage client grievance process

  • Training
  • Conduct annual and on-going assessments of the mental health training needs and develop a comprehensive training plan in collaboration with Directors and the Training Coordinator.
  • Collaborate on management of training content, modules and training curriculum in Relias, Pathways DC’s online training software.
  • Facilitate regular safety training sessions for new hires and annual required trainings for all staff.

QUALIFICATIONS:

  • Bachelor’s degree in administration, healthcare management, or other related field (master’s degree preferred)
  • 4+ years of experience with compliance
  • 4+ years of experience with licensing and accreditation (CARF preferred)
  • Healthcare experience preferred
  • Superior interpersonal and organizational skills
  • Ability to work independently and set priorities
  • Willingness to learn new skills and take on new challenges as the needs of the department evolves.
  • Strong analytical and quantitative assessment abilities.
  • Ability to handle sensitive information and maintain confidentiality
  • Able to understand and explain data reports to a variety of stakeholders
  • Excellent interpersonal, communication and writing skills.
  • Especially skilled in Microsoft Office applications.
  • Supervisory experience.
