Title: Quality Analyst - Substance Use Disorders

Starting Salary: $52,941

Job Summary

The Quality Analyst is responsible for the implementation of Quality and Performance Improvement activities for the OCHN Substance Use Disorder (SUD) provider network in accordance with the mission and strategic goals of OCHN, federal and state laws, regulations, and accreditation standards. This includes the facilitating of improvement teams, report preparation, data analysis, performance monitoring, developing standards, implementing improved processes and systems. The Quality Analyst develops the organization’s annual Quality Assessment Performance Improvement Program (QAPIP), and provides education to leadership, staff, and providers on content.


Essential Functions:


Under general direction and as assigned:


  • Lead the organization’s efforts to maintain NCQA accreditation. Direct and educate internal and contracted provider staff on preparation efforts required to meet accreditation standards. Develop tools, policies, and processes to collect data and measure performance in meeting accreditation requirements.
  • Coordinate and ensure the organization complies with MDHHS and CMS quality management and reporting requirements. Inform and educate staff on changes in requirements. Develop policies, monitoring tools, and/or processes to ensure compliance.
  • Develop monitoring tools to measure provider performance. In coordination with the Audit Team, conduct provider performance monitoring. Analyze performance data and prepare outcome reports for OCHN and providers.
  • Analyze and interpret data from various internal and external sources relative to quality assurance by:
    • Importing, cleaning, and transforming data from the OCHN Information System and other external sources, and transforming into information for purposes of drawing conclusions for management decision making.
    • Presenting data in charts, graphs, and tables for management reports
    • Present, interpret, discuss, or write about conclusions, inferences and results gained from researching data
    • Conducting exploratory data analysis and creation of data reports as required.
  • Coordinate and ensure the organization's quality practices through support, training, consultation, and technical assistance to OCHN Administration, Teams, and providers.
  • Develop and maintain organizational policies and procedures. Authors polices as required to document processes and procedures.
  • Assist in preparing reports to evaluate network performance and other analytical reports.
  • Lead quality improvement efforts with QI Coordinators from OCHN Core Providers and other contracted providers. Facilitates OCHN Performance Improvement projects through the provider network.
  • Measure satisfaction of people receiving services via Quality Assessment and Customer Satisfaction Surveys. Analyze data obtained and prepare reports for stakeholders.
  • Develop the OCHN Quality Assessment Performance Improvement Program (QAPIP), Annual Work Plan, and status reports.
  • Participate in the OCHN Sentinel Event Review Committee
  • Performs other duties as assigned.


Education Requirements:


  • Bachelor's degree in relevant discipline required.
  • Master's degree in relevant discipline preferred.


Experience Requirements:


  • Minimum of 2 years relevant experience in quality assurance, contract administration, quality monitoring, or related area, preferably in the public sector with a minimum of one (1) year experience working directly with people with mental illness, intellectual/developmental disabilities, or substance use disorder.


Knowledge Requirements:

  • Proven experience in data collection, cleansing and research.
  • Ability to interpret federal and state regulations/laws and implement processes to ensure compliance.
  • Working knowledge of the Medicaid Provider Manual and Michigan Mental Health Code.
  • Familiarity and understanding of accrediting body (CARF, NCQA, JCAHO, COA) standards.
  • Competency in analyzing data and preparing reports for decision making.


Competencies/Skills:


  • Demonstrated knowledge and proficiency in Excel, Access, SPSS, or other relevant statistical report writing software packages
  • Demonstrated mathematical and technical skills.
  • Demonstrated ability to draw inferences from data sources and present findings to management and end-users in the format of analytical reports.
  • Demonstrated effective written and oral communication skills.
  • Demonstrated effective interpersonal skills.
  • Demonstrated ability to work effectively in a team environment.


In addition, the following are preferred competencies:


  • Demonstrated experience in quality assurance and quality monitoring.
  • Knowledge of the requirements of the MDHHS Office of Recovery Oriented Systems of Care.
  • Knowledge of the OCHN Substance Use Disorder provider network.
