PUBLIC WORKS FINANCE MANAGER

MASON COUNTY

POSITION DETAILS:
Under the direction of the Public Works/Utilities and Waste Management Director, the Finance Manager serves as the Chief Fiscal Officer for all Public Works funds. The position is supported by a team of five: two Roads / ER&R Accountants, two Utilities Accountants and one Utilities Clerk.

The Public Works Finance Manager plans, organizes, and conducts the accounting, budgeting and personnel/payroll business activities for all Public Works funds. This includes directing day to day fiscal operations, developing fiscal policies, and establishing and improving procedures within the framework of the budgeting, accounting, and reporting systems.

This position initiates, develops and prepares required periodic and routine fiscal reports, financial reconciliations, and management analysis reports.

Provides management with guidance and recommendations on long-term cyclic operational requirements, and determines staffing requirements for special fiscal projects.

Other responsibilities include conducting performance evaluations for accounting personnel, monitoring and resolving personnel matters, and providing training to employees to ensure effective delivery of services by the department.

IDEAL CANDIDATE:
Education and Experience:
Preferred candidates will have a Bachelor's degree in accounting, finance, or business administration, six (6) years of progressively responsible experience in governmental accounting (preferably Public Works and Utilities), and a minimum of two (2) years supervisory or managerial experience.

State of Washington Certified Public Accountant (CPA) license desired

Additional Compensation for Career Incentive Pay up to $10,000 annually for approved Licensures

Necessary Knowledge, Skills & Abilities:
  • Knowledge of Federal and State laws regarding governmental accounting procedures
  • Knowledge of professional accounting principles, practices and procedures
  • Knowledge of State budgeting, accounting and reporting systems (BARS)
  • Ability to support county-wide finance team goals, objectives, and responsibilities
  • Ability to plan, organize and oversee assigned work programs, including monitoring work schedules and evaluating the work of staff
  • Ability to plan and evaluate operations and develop and implement corrective actions to resolve problems
  • Ability to analyze, interpret and prepare accounting reports and financial statements
  • Knowledge of Utility and ER&R rate setting and ability to develop rate recommendations
  • Ability to prepare long-term financial analysis of enterprise funds

and has a 2021 budget of $125,853,487 including a general fund of $53,464,511.

THE DEPARTMENT

The Public Works Department’s 92 FTEs are dedicated to providing safe, efficient, and quality services to the citizens of Mason County including:

  • Design, construction and maintenance of the county transportation system and oversight of department fleet services. The Deputy Director/County Engineer leads 68 FTEs and a 2022 budget of $49.2 million across five funds to carry out this work.
  • Operation, maintenance and capital improvement programs for four solid waste/recycling facilities and programs, and five water/wastewater facilities. The Deputy Director of Utilities and Waste Management oversees a budget of $24.7 million in seven funds, and 24 FTEs to carry out this effort.
  • The Office Administrator leads the Departments’ administrative services, and serves as liaison between county departments, other agencies and the public. The division is responsible for record management and public record responsiveness.

Located between the Puget Sound and the Olympic Mountains, Mason County has approximately 67,000 residents and covers 1,051 square miles. The City of Shelton is the only incorporated city within Mason County. The surrounding communities of Allyn, Grapeview, Belfair, Hoodsport, Kamilche, Skokomish, and Union offer residents year-round outdoor activities and a thriving culinary scene featuring locally sourced and wild-caught food. Shelton is the county seat and occupies an area of 6.1 square miles. With over 10,000 residents, the city is the population center and service provider for the region. Timber industries have long been the economic foundation for Shelton, but the economy has expanded into other areas as well. Shelton is in close proximity to Hood Canal, the only true saltwater fjord in the contiguous United States, Its clear, deep waters provide world-class clamming, shrimping, salmon fishing, and scuba diving. West of Shelton is the Olympic National Park. The Olympic National Forest, Lake Cushman, the Mt. Ellinor Trail, and the Staircase entrance to the Park are some of the top attractions in our region.
