DESCRIPTION OF WORK

This position is responsible for supervising Management Audit Division staff in the Western Region engaged in conducting management audits/management efficiency investigations of regulated fixed utilities and monitoring the performance of outside consultants selected for such work. Supervision of these audits requires on-site visits, which may require moderate to heavy travel including periodic overnight stays. This individual is also the Western Region’s in-house expert supervisor responsible for providing technical advice on operational auditing matters to Management Efficiency Review Auditors, Management Efficiency Review Engineers and consultants.

Specific duties include but are not limited to:

  • Assisting Audit Manager to plan, organize and supervise Western Division operations, auditing and reporting functions;
  • Planning, organizing, supervising and participating in the work of audit teams engaged in performing staff assigned management audits and management efficiency investigations of fixed utilities;
  • Developing individual project manpower and expense budgets, time schedules and assigning personnel as required;
  • Assuring completion of individual audit engagements in accordance with GAO auditing standards, overall audit objectives, policies and procedures.
Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:00 am to 4:30 pm, Monday - Friday, with 60-minute lunch.
  • Telework: This position is headquartered in Pittsburgh. Telework is a potential feature of this position. You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection.
    • Successful candidates are required to report to the headquarters worksite daily, unless the employee meets eligibility requirements and telework has been approved.
    • To be eligible to participate in telework, the employee’s Alternate (telework) Worksite must meet the following requirements. The telework worksite must be located:
      • within a reasonable travel distance of Pittsburgh, and
      • within the Commonwealth of Pennsylvania.
    • Direct all questions regarding reasonable distance and the type of available telework to the PUC Human Resource Office at ra-puchr@pa.gov or 717.787.8714.
    • Management may discontinue any telework arrangement at any time, for any reason.
    • Candidates who do not wish to telework or are not eligible to telework, will work from the headquarters office in Pittsburgh.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • One Year as a Public Utility Auditor 3; or
  • Graduation from college with a bachelor’s degree including or supplemented by a minimum of twenty four credits in accounting, and four years of audit experience, which includes two years of independent audit experience and one year of supervisory experience in public utility auditing; or
  • Any equivalent combination of experience and training that includes 24 credits in accounting. Registration as a Certified Public Accountant may be substituted for one year of experience. One year of additional audit experience may be substituted for twelve of the required twenty-four credits. A master degree in Business Administration, which includes twelve credits in accounting at the graduate and undergraduate level, may be substituted for the required twenty-four credits in accounting.
