Background

Total Systems Solutions Consulting Inc. represents an association of independent consultants based in British Columbia. We support several BC Government entities by augmenting their staff with Business Advisory and Management Specialist.

Our BC Government client is seeking a senior project manager to support two streams of work

(1) a large-scale bi-lateral government negotiation project and

(2) the development and implementation of a divisional project management office.

The Federal Government, through LMTA (Labour Market Transfer Agreements), provides funding to Provinces to support employment and training programs. In order to receive this funding, the Province needs to report to the Federal Government regarding demographics and success in relation to employment and training

Focus 1: Project management lead supporting the project deliverables for the negotiation of BC-Canada Labour Market Transfer Agreements (LMTA) (estimated at 50%). Working closely with Executive Director project lead, divisional executive, and project team, support a large-scale, multi-phase bilateral government negotiation project.

Focus 2: Apply senior level project management expertise to establish a centralized divisional project management office (estimated at 50%). The establishment of the project management office will provide executive, senior leaders and the organization with strong oversight of all organizational projects including large-scale future transformation, renewal, and procurement projects

Service Location

The Ministry estimates 12 in person meetings a year in Victoria, BC Canada. Other meetings can be conducted virtually

Term of Contract:

12 months with option to extend for 2 years

Rates and Expenses

We are offering a max rate of $100/hr + Expenses for this 3 year contract. Consultant are expected to include any of their anticipated Expenses into their rate proposal

Service Requirements

The Contractor will have the “Experience”, “Training” and “Education and Credentials” that can perform:

Focus 1: Negotiation of BC-Canada LMTA

  • Working closely with Executive Director project lead, divisional executive, and project team, support a large- scale, multi-phasebilateral government negotiation project.
  • Project work includes applying standards of project management to support multiple divisional staff working streams to complete detailed program and agreement analysis within the division.
  • Acts as the senior project management lead supporting complex, multi-year BC-Canada Labour Market Transfer Agreement negotiations

Project phases include:

Phase 1 – Development of priorities, analysis, position papers, and finalize negotiating mandate. Project management of multiple work streams and deliverables to finalize materials to secure government approval for a negotiating mandate for the Canada-BC Labour Market Transfer Agreements (LMTA).

Phase 2 - Active negotiation phase. Coordination of priorities, key messaging, and other deliverables across

work streams to support negotiations.

Phase 3 - Implementation phase. Once new agreements are secured. Develop project charter, scoping, work planning, resource allocation and overall project management.

Focus 2: Providing project leadership and oversight for strategic projects in the Division.

  • Building and managing the Division’s Portfolio Management Office (PMO) to provide executive, senior leaders and the organization with strong oversight of all projects including large-scale future transformation, renewal, and procurement projects
  • Establishing project scope, defining deliverables, and developing project charters to support the project sponsor and Executive. This may include preparing and presenting various project materials to the Deputy Minister, Assistant Deputy Minister, and the Divisions’ Executive.
  • Developing and facilitating project engagement and consultation and change management, in collaboration with the Director, Communications.
  • Supervising project coordinators and project team staff including assignment of work.
  • Manages the financial resources for the projects, including budget tracking and reporting in consultation with the Division’s Finance Team.
  • Key responsibilities include reviewing, recommending, and implementing standard project management tools, resources, and processes
  • Further, in establishing consistent and rigorous project management tools, resources and process standards, this role will also identify opportunities to build organizational capacity and strengthen all project management activities, including making recommendations for training and tools.
  • Leads the implementation, development, operational functioning, and evaluation of the ELMSD Project Management Office to ensure the portfolio of divisional projects meet the strategic goals of the Division. This includes monitoring and managing portfolio risks and dependencies in consultation with ELSMD’s Executive team.
  • Managing the pipeline ensuring projects follow with the project management and change management processes.
  • Coaching others in project management theory and techniques.

Clearly outline how you would approach complex projects including project that involve multiple internal/external partners to motivate and re-energize key players through often extended processes including change management activities/strategies as well as staff/partner project consultation fatigue.

3. Clearly demonstrate your abilities and approach to developing detailed project planning including resource estimations, resource management, assessing and mitigating risks through the project life cycle.

4. Describe a situation where you were able to identify key priorities, address challenges and collaborate across multiple organizations at the same time.
