As part of the Minneapolis Health Department’s Maternal, Child, and Adolescent Health (MCAH) work, the Public Health Specialist I position will support the vaccine outreach in the American Indian community. Specifically, this position will be responsible for educating families about vaccine preventable diseases and the importance of immunizations especially among vaccine hesitant adults.

Job Duties and Responsibilities

Community Outreach and Education


  • Assist in developing partnerships with community organizations, leaders, and residents In Phillips and Powderhorn neighborhoods, and north Minneapolis communities that work with American Indian families.
  • Establish relationship with contracted partners. Plan ongoing outreach sessions to American Indian community groups.
  • Work with area schools and day care facilities; and assess resources needed to work with vaccine hesitant families.
  • Develop exhibits and presentations that can be used at community events.
  • Connect with local medical clinics/providers that serve the American Indian community to provide local data on immunization coverage and education about vaccine hesitancy in the community.
  • Collaborate with Minnesota Department of Health, and other local grantees to create messaging and materials that are culturally and linguistically appropriate.
  • Assist with preparing meeting agendas and notes, coordinate logistics for community events, assist with project reports, and find information to inform project work.

Program planning

  • Assist Program Lead with developing a list of key community influencers.
  • Assist with developing a communication plan
  • Establish and convene a community health vaccination workgroup.

Participate on the MCAH Team:
  • Attend monthly team meetings.
  • Assist in grant development and submission process, as needed.
  • Provide support to other projects as needed.
  • Assist with evaluation and reporting activities required by grant.
  • Participate in regular meetings with other grantees and State health department.

Other Responsibilities
:
  • Participate in Public Health Emergency Preparedness, training and response as needed and assigned by the department.
  • Attend department-wide quarterly meetings and trainings.

Required Qualifications

Minimum Education:
Bachelor's Degree in Public Health, Psychology, Social Services, Health Care, a related field of equivalent

Minimum Experience:
One year of relevant experience.

Equivalency: An equivalent combination of education and experience closely related to the duties of the position may be considered.

Selection Process: The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Interview Selection: The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Background Check: The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Drug and Alcohol Testing: All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List: The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three months after it has been established.

Knowledge, Skills and Abilities

  • Fluency in English.
  • Good personal accountability, problem-solving, self-motivation and follow through skills.
  • Demonstrated relationships with, or experience engaging, members of the American Indian community in Minneapolis.
  • Basic Knowledge of community health, maternal, child, and adolescent health.
  • Good administrative skills, including the ability to effectively gather, arrange, and present information and ideas and the ability to organize and manage multiple tasks.
  • Strong community engagement skills, including oral and written communication and experience conveying information to specific audiences using an appropriate format, tone and context.
  • Ability to work in a collaborative environment and develop/maintain effective relationships with diverse populations.
  • Knowledge of modern office computer software including word processing and email; familiarity with using the internet to seek out information.
