Posting Summary
Rutgers, The State University of New Jersey, is seeking a Public Health Representative III for the Department of Medicine within the New Jersey School of Medicine.
The primary purpose of the Public Health Representative (PHR) III is to administer HIV Counseling, Testing and Referral Services in various settings on the Newark campus. The PHR III will also actively participate in community engagement as it relates to HIV Testing and prevention services.

The primary purpose of the Public Health Representative (PHR) III is to administer HIV Counseling, Testing and Referral Services in various settings on the Newark campus. The PHR III will also actively participate in community engagement as it relates to HIV Testing and prevention services.
Among the key duties of this position are the following:
- Promotes goals and objectives, internally and externally for HIV and Hepatitis C Counseling, Testing and Referral Services (CTRS) for the Rutgers Newark campus and Essex County.
- Follow guidelines and procedures set forth by the New Jersey State Department of Health and Human Services (NJDHHS) around HIV and Hepatitis C CTRS.
- Conducts quality controls daily and weekly (e.g. room temperature, freezer temperature, run controls, run performances, in-house and RWJ testing logs).
- Performs HIV and Hepatitis C testing, counseling and referral services in various settings on the Newark campus and in the community.
- Engages and links newly identified HIV-infected patients into care and treatment as per Standing Operating Procedure (SOP).
- Provides referrals to Partner Notification Assistance Program as necessary as per SOP.

Qualifications
Minimum Education and Experience
- Bachelor’s Degree in a relevant field required, plus one (1) year of experience in the development and/or operations of community programs required.
- Equivalent experience, education and/or training may be substituted for the
educational requirements.
Certifications/Licenses
Required Knowledge, Skills, and Abilities
- Computer literacy with competence in Microsoft Office components required.
- Excellent interpersonal skills and ability to work as a member of a team.
Preferred Qualifications
- Phlebotomy certification, preferred.
- New Jersey Department of Health and Human Services (NJDOHHS) training and certification preferred and/or obtained/recertified within 90 days of date of hire.
- NJDOH HIV counselor certification strongly preferred.
- Bilingual skills (English/Spanish) preferred.

Physical Demands and Work Environment
- Day and night shift, weekends and holidays required.
- Working at multiple workstations in a shared environment.
- Extensive reading, extended sitting, ability to move from unit to unit across the Newark campus.
- Position requires standing and walking over 2/3 of the time.
- Position requires lifting up to 10 lbs.; on occasion more based upon patient demands.
- Occasional (less than 1/3 of time) exposure to blood borne pathogens that requires use of personal protective equipment.
