Duties

Duties include but is not limited to:

Full range of psychodiagnostic services including assessment, and using the most appropriate, evidence-based psychotherapeutic techniques in providing quality care in the delivery of a full range of psychological and multidisciplinary services in the Trauma Recovery Program (TRP), primarily at the Perry Point facility and at other VAMHCS locations as required. The incumbent may participate in the Recovery Center and in telemental health services or similar activities to Veterans across VAMHCS facilities. The incumbent serves as the Massed Implementation Champion for the Intensive Outpatient Program (IOP) and assists the PTSD Clinical Team (PCT) Outpatient Coordinator with chart reviews, replying to consults (both internal and external), and consultation with referral sources to provide information and resources about MASD. Assists in the development of MASD programming and will routinely measure program efficiency by conducting regular chart reviews on Veterans enrolled in the program and leading Performance Improvement initiatives.

  • Provides evidence-based therapies to Veterans with PTSD (Posttraumatic Stress Disorder) including but not limited to Prolonged Exposure Therapy (PE), Cognitive Processing Therapy (CPT), Concurrent Treatment of PTSD and Substance Use Disorders Using Prolonged Exposure (COPE), and Written Exposure Therapy (WET).
  • Works in the TRP delivering specialty services for the treatment of Posttraumatic Stress Disorder (PTSD) and related trauma-spectrum disorders, participates in interdisciplinary team dispositions of patients within the TRP, and provides consultation services to medical center and CBOC staff on a wide variety of patient care issues, particularly related to identifying PTSD concerns and related needs of Veterans from all eras of service.
  • Provides ethical individual and group mental health services to eligible combat and non-combat Veterans (wartime service members including Veterans from all combat zones, including but not necessarily limited to World War II, Korean War, Vietnam War, Lebanon, Grenada, Panama conflicts, East Timor conflict, Persian Gulf War and Global War on Terrorism (GWOT) and non-combat service members with military sexual trauma, other traumas incurred during military service, or childhood traumas).
  • Assessment and referral services; design and preparation of diagnostic assessments, providing entry-level services for Veterans of all service eras, formulating and providing individual and group treatments, preparing initial and updated treatment plans, and planning for follow-up care after completion of treatment.
  • Properly credentialed and licensed incumbent will operate independently in all areas, consulting with peers and supervisors when warranted.
  • Works in the Emergency Department or Urgent Care areas as needed.
  • Performs others duties as requested or assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm (will work variable tours of duty to possibly include earlier or later tours to accommodate needs of Veterans.)

Qualifications

Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. (NOTE: This applies to the past, current, and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC).)

Basic Requirements: The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. § 7402.

Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3.g, this part.)

Education. (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology).
OR
(2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions:
OR
(3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature.]
AND
(4) Internships (a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed
OR
b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern;
OR
(c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement;
OR
(d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed.
NOTE: Once board certified, the employee is required to maintain board certification.)
OR
(e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship

Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia.

English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j.

Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations:
In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:

(1) Staff Psychologist, GS-11 (Entry Level)

(a) Experience. None beyond the basic requirements.

(b) Assignment. Staff psychologists at this level diagnose mental disorders, conduct psychological or neuropsychological assessments, treat mental disorders through a variety of modalities, provide adjunctive interventions for treatment of medical disorders, and may conduct research. They may be assigned to any program area. Psychologists who are not licensed must practice under the close supervision of a licensed psychologist.

(2) Staff Psychologist, GS-12 (Developmental Level)

(a) Experience. At least one year of experience as a professional psychologist equivalent to the next lower grade level (GS-11). Psychologists who are not licensed must practice under the supervision of a licensed psychologist but with less intense supervision than at the GS-11 grade level.

(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:

1. Knowledge of and ability to apply a wide range of professional psychological treatments or assessment methods to a variety of patient populations.

2. Ability to design and implement effective treatment strategies.

3. Ability to incorporate new clinical procedures.

4. Ability to conduct research activities, such as designing and implementing clinical research projects (staff psychologists with specified research job duties).

5. Ability to perform basic research tasks of scholarship and research execution within the context of an established research team, including research participant relations, research documentation, data acquisition, maintenance, and collaboration.

(c) Assignment. Must meet assignment (b) above.

(3) Staff Psychologist, GS-13 (Full Performance, Level)

(a) Experience. At least two years of experience as a professional psychologist, with at least one year equivalent to the GS-12 grade level, must meet assignment (b) above.

(b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:

1. Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations.

2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

3. Knowledge of clinical research literature.

(c) Assignment. This is thefull performance level for staff psychologists. At this level, psychologists are licensed to practice independently in the provision of psychological services, consulting with peers and supervisors as appropriate.

Preferred Experience: Experience with evidence-based psychotherapies for PTSD.

Physical Requirements: Light lifting (under 15 lbs.); light carrying (under 15 lbs.); reaching above shoulder; use of fingers; walking (intermittent); standing (intermittent); hearing (aid permitted); clear speech. The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
