General Statement of Job

This position is temporary with an expected duration ranging from one to four years.

This is a limited-term position to provide engineering, project management, and construction services for a variety of capital projects. Projects may be related to infrastructure, public facilities, transportation, streetscape/ multimodal/ sidewalk, drainage, stormwater management, park improvements, as well as other as aspects of the Town’s Capital Improvement Plan. Candidates must have experience in general civil engineering, project design management, construction documentation, property owner coordination, and field inspections. Work includes inspecting and monitoring construction activities for compliance with project plans and specifications, enforcing codes, regulations and Town standards plus interacting with consultants, architects, contractors, and the public. Candidate may occasionally provide staff support to the Department of Public Works in the completion of special projects.

Work is performed under the direction of the Public Works Director and Deputy Director. Additional guidance is provided through codified ordinances, construction/material specifications and building, engineering, and construction regulations. Employee must be able to ensure that the planning and construction phases of capital projects are properly performed and in compliance with established codes and requirements. Work is reviewed through performance appraisals, project status meetings and reports for adherence to established policies and procedures.


Work Schedule:

Monday through Friday 8:00 AM - 4:30 PM

All new employees must satisfactorily complete a background check. A conditional offer of employment may then be made contingent upon the successful completion of a drug test.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class, as necessary.

Essential Functions:
Manages all phases of Capital Improvement Plan (CIP) projects from design through construction. Develops and manages project and programmatic budgets and schedules.

Functions as the Town’s on-site representative for CIP projects. Resolves complaints and inquiries. Acts as the Town’s representative and property owner contact during project design and construction. Consults with town staff, elected officials, the Public Information Office, Town Attorney, utility companies, community members, and other stakeholders. Coordinates with various Town programs, services, and operations.

Oversees the preparation of structural and civil design drawings, technical specifications, and construction cost estimates of projects. Reviews all plans and ensures compliance with local, state, and federal guidelines. Serves as liaison for the Town’s architects, engineers, consultants, and contractors. Recommends engineering solutions and alternatives to technical problems arising during study and design phase.

Possesses direct on-site inspection responsibilities over the work in progress. Maintains accurate daily records of assigned projects, including a diary or logbook, and furnishes reports when needed.

Reviews all payment requests based on site observations and forwards recommendations to appropriate parties. Receives and reviews all certificates of inspections, tests and approvals as required. Issues warnings and stop-work orders and takes other appropriate measures when inspections reveal non-compliance. Coordinates and responds to contractor requests for information and change orders. Receives and reviews the progress schedules, schedules of shop drawings submitted and schedules of values.

Attends and/or conducts project related public meetings. Ability to work non-traditional hours for night and weekend meetings as necessary to reach stakeholders. Develops presentations and reports for council.

Performs general administrative work, including but not limited to, attending, and conducting meetings, reviewing mail and literature, compiling data for reports, preparing reports and correspondence, entering computer data, preparing and maintaining project reports, files, and records.

Performs other duties as assigned.

Preferred registration as licensed professional engineer in Virginia.
