PAY RANGE: $70,000.00 - $90,000.00
REPORTS TO: Engineering Director
WORK LOCATION: Currently - Seguin, Texas; relocation to New Braunfels in 2023
SUMMARY
This position will primarily be responsible for technical review and oversight of projects related to water and wastewater utilities, but projects related to other infrastructure including dams, reservoirs, treatment plants, canals, wellfields, electrical systems, communication systems, and mechanical systems may also be assigned. The Project Engineer will manage all or certain aspects of projects including planning, scheduling, forecasting, overseeing technical activities, and managing contracts associated with assigned projects. The position requires a fundamental knowledge of water resource engineering including hydrology, hydraulics, water and wastewater treatment, and piping and pumping systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Provide effective project management including scoping, scheduling, coordinating and monitoring the assigned engineering projects
  • Perform due diligence and research on projects as required to provide the background information to start a new project
  • Routinely interact with the Authority’s operators, inspectors and customers to interpret their needs and requirements for engineering projects
  • Direct, lead, and support outside consultants in managing and executing engineering studies as well as design and construction of GBRA projects. This will involve preparation of project budgets and contracts
  • Regularly track adherence to budget and schedule, produce reporting on project status, conduct project meetings, and keep all project documentation current
  • Provide timely review and comment on engineering designs, construction plans, specifications, shop drawings and other documents for technical accuracy, adherence to GBRA’s Standards and Design Guidelines, and compliance with other applicable codes
  • Provide timely review and comment on construction submittals including material submittals, requests for information, change proposals, field orders, pay applications, and other documents in accordance with the project specifications and coordination with design engineer
  • Coordinate with the regulatory agencies to determine requirements, resolve comments on construction documents or plans/permits, and seek final approval
  • Perform periodic site visits of construction projects to ensure compliance with contract documents, federal, state and local regulations
  • Perform hydraulic modeling to evaluate existing system capacities and determine proposed improvements for GBRA’s water and wastewater operations
  • Routinely document observations and assessments in Technical Memorandums
  • Provide technical support for special projects assigned by the Executive Manager of Engineering involving various activities such as water rights, water supply, water conservation and drought contingency planning, erosion protection, and flooding
  • Provide QA/QC and other support on tasks for projects managed by other team members
  • Provide technical support for GBRA’s water, wastewater, and hydroelectric operations and support other divisions of the Authority as required
  • Perform other duties as assigned

Requirements:KNOWLEDGE/SKILLS/ABILITIES

  • Must show initiative and the willingness to learn
  • Cooperative skills in working efficiently with a team are essential. Must take initiative on executing tasks, coordinating with other members of the design team, and obtaining necessary information
  • Time management and organization skills are essential.
  • Understand the project management process and apply appropriate tools and techniques to projects assigned
  • Must be proficient in Microsoft Excel, Word, Outlook and Project. Experience with Microsoft Teams and Sharepoint preferred. Advanced knowledge of Microsoft Excel is a strong benefit for this position
  • Excellent written and verbal communication skills, including public speaking, email etiquette, grammar, and networking
  • Solve problems using sound professional judgment; think coherently and logically; and employ deductive and inductive reasoning
  • Working knowledge of federal, state, and local design requirements related to utility and water resources projects preferred. Must develop this understanding and stay up to date on regulatory changes
  • Understand basic hydrology and hydraulics with some working knowledge of hydrologic computer programs such as HEC-RAS, HEC-HM.
  • Experience or proficiency with Innovyze InfoWater and Innovyze InfoSewer preferred for this position. Willingness to develop mastery of these programs or similar hydraulic modeling software is required
  • Ability to meet work schedules is essential

EDUCATION/CERTIFICATIONS
Bachelor of Science degree in engineering with a civil, water resources or environmental emphasis. Consideration will be given for other related degree plans with sufficient job-related experience.
REGISTRATIONS/LICENSES

  • Valid Texas Driver’s License with acceptable MVR
  • E.I.T. certification is required and P.E. certification is preferred
  • Must obtain Professional Engineer’s License within 2 years from date of employment

EXPERIENCE AND SPECIAL REQUIREMENTS

  • Four or more years of progressively responsible engineering experience is desired for this position.
  • Must be willing to work nights and weekends during high rainfall, inclement weather and flood events. Approximately 80% of work is indoors; 20% is outdoors and may be in inclement weather. Travel varies depending upon projects, but will occasionally involve overnight stay and long work hours.
