Summary of Work


At the North Dakota Department of Transportation, we owe our success to our Team and processes. As the Office of Project Development Director, you will provide direction and guidance in the development and implementation of statewide standards for road and bridge design and materials usage. This position provides guidance and support to Design, Bridge, ETS, and Materials and Research Divisions to fulfill the strategic intent and philosophy of the Department. The ideal person for this position will be a problem solver who enjoys working with a team and has excellent communication skills and attention to detail. This position is critical to the coordination and effective delivery of bid-ready highway improvement projects. Primary duties associated with this position are as follows:

Provide Leadership to the Design, Bridge, ETS, and Materials & Research Divisions:

  • Provide guidance and support to fulfill the strategic intent and philosophy of Department.
  • Responsible to the performance of these division directors.
  • Arrange joint meetings with divisions and districts to review and enhance programs, enhance cooperation, and discuss best practices.
  • Develop strategies for the utilization, training, and cross-training of staff.
  • Coordinate the sharing of resources and staff between divisions and districts.
  • Assist with developing and coordinating business plans, budgets, and performance management strategies.
  • Assure Project Development performance measures are met and coordinated with the STIP.
  • Participate in discussions with managers and employees regarding the future direction and goals of the agency.
  • Assemble information of Department operations for input into the Strategic Planning process.
  • Provide leadership for Strategic Plan, advocate, and implement action teams.
  • Create a culture of innovation.
  • Promote and enhance efforts which foster a diverse workforce and inclusive workplace.

Overall Direction and Guidance in the Development and Implementation of statewide standards for road and bridge design and materials usage:

  • Assure economy and efficiency in the design and development of a statewide transportation system in harmony with the environmental and cultural features of our state and project location.
  • Review and manage long-range project development workload to assure adequate resources to fulfill unit workload requirements in a timely manner.
  • Develop hiring, training, and retention strategies and analyze turnover issues.
  • Make recommendations for modification of standards.
  • Review complaints, suggestions, and comments to assess general satisfaction of design or recommend infrastructure changes.
  • Promote improved communications between districts and divisions.
  • Provide advice and guidance in resolving difficult and typically non-routine project development issues.

Provide Assistance and Support:

  • Provide technical assistance in preparing NEPA documents and plans.
  • Assume direct authority, to bring about resolution relating to design standards.
  • Review design standards, infrastructure conditions, and economic assessment to recommend exception action.
  • Stand in for the Deputy in project development issues between the districts and the central office.
  • Attend instate meetings with stakeholder groups, user groups, and the general public.
  • Attend AASHTO, WASHTO, and other national organizations dealing with project development-related national transportation issues. Identify best practices and strategies for implementation.
  • Prepare and present testimony at legislative meetings.
  • Meet with legislators and other public and private leaders to provide information about project development issues.

Minimum Qualifications

  • Registration as a Professional Engineer in North Dakota.
  • Bachelor’s degree in civil engineering or equivalent.
  • Five years of transportation engineering work experience which must include direct supervision of staff and responsibility for a major engineering function.
