JOB SUMMARY
Under direct supervision, accurately determines eligibility for the state’s child care subsidy program for parents residing in the service delivery area of the Workforce Solutions Borderplex Board. This position is grant funded. Continuation of position is contingent upon the availability of grant funds.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Regular attendance at Employer’s place of business and/or during particular hours, as assigned, is an essential function of this position. Employee must comply with and follow YWCA’s attendance policy at all times, unless a reasonable accommodation is requested and granted, as required by law. Assesses and documents parent’s need for child care and guides parents on evaluating and selecting care. Gives information on all childcare options, including information about accreditation, certification and listed relative care. Assures high quality customer service to parents and providers. Resolve customer service issues. If necessary, seek assistance of assistant supervisor, supervisor, Associate Administrator, or Administrator. Screens parent forms for CCS eligibility and completes automated records pertaining to the wait list as appropriate. Obtains and verifies required documentation to calculate income to determine parent’s eligibility. Reviews eligibility packet, obtains documentation, and verifies parent’s work, training, and or education hours to determine level of participation for eligibility. Performs case maintenance including changes and corrections to case files as well as routine office duties. Updates case file data and tracking logs in the automated system. Calculates and assesses parent’s share of cost. Processes changes to parent’s status and adjusts or reinstates child care services. Maintains a 95% accuracy rate in the calculation of income, parent share of cost, and data entry. Assures that all client information, data and files are kept confidential and secure. Counsels clients on their rights and responsibilities. Provides consumer education on child care choices to applicants and clients, including those who are not receiving services. Reviews eligibility of clients for continuation of services. Explains program services and policies and makes referrals to agency programs, other state agencies, and community resources as appropriate. Participates in informational events as assigned. Communicates effectively with employers, child care providers, Child Protective Services, and other workforce contractors for the purpose of obtaining or verifying information. Verifies child care placements and notifies providers of all changes in the status of the child care arrangements. Follows procedures to assure proper eligibility determination, documentation and referral for all client groups including children with disabilities, children of teen parents, children referred from Child Protective Services and families in special programs. May be assigned to conduct enhanced referrals, visit school-age parent sites, rural counties, and/ or serve as a liaison with Child Protective Services or other special funding groups.

EDUCATION
High School graduate or equivalent required.

EXPEREINCE
Three (3) years general office experience or experience in the service industry (15 college credits may be substituted for each one year of experience); or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

OTHER REQUIREMENTS
Good math skills required. Excellent verbal communication skills required, including telephone and conversational skills. Excellent written skills required, with basic knowledge of letter formats and grammar. Excellent interpersonal skills required, with ability to deal with clients tactfully and courteously. Must be well organized and be able to work under pressure. Must be able to make sound judgments. Must be familiar with operation of personal computer and have knowledge of MS Office software. Bilingual abilities in English/Spanish preferred. Must have access to vehicle and possess valid driver’s license and sufficient liability insurance and be able to drive to multiple locations all or part of any work shift.
