Program Specialist 3 (CW72)
Full Time, Project
Salary Range: $4,425 – $5,960 Monthly

The Department of Corrections is seeking a highly motivated and qualified individual to take on the dynamic role of a Project Specialist 3 . This is a full-time position located at Department of Corrections Headquarters in Tumwater, Washington.

The Department of Corrections, in collaboration with its criminal justice partners, will contribute to staff and community safety and hold incarcerated individuals accountable through administration of criminal sanctions and effective reentry programs.

Duties

Duties include but are not limited to:


  • Independently work with project participants, staff, representatives of outside organizations and/or members of the public in defining needs and planning, designing, and developing complex projects delegated by the Director.
  • Exercise discretion and confidentiality when handling, processing or otherwise managing materials.
  • Work with the Departments of Commerce, Enterprise Services, and others to establish and manage grant/loan combinations for the statewide energy audit and conservation projects.
  • Independently or delegate assignments, requests, tracks of status updates, etc.
  • Provide staff with an open line of communication to the Capital Projects group.
  • Research, write, and process emergency declarations in conformance with with public works regulations, applicable laws/RCW's and local/DOC policies.
  • Write and edit multiple reports for the AOD Projects Reports, OFM Major Projects, Seasonal reporting structures, etc.
  • Tracks agency and facility LEED Reporting to DES and the State Legislature.
  • Serve as a member of the CPD Management Team.
  • Investigate project methods and procedures.
  • Responds to and routes inquiries concerning the legislature, private vendors, consultants, engineers, architects, environmental scientists, plant managers and members of the United States Army Corps of Engineers.
  • Other duties as assigned.

Qualifications

Required Qualifications:


  • A High School GED or equivalent, and four years of progressively more responsible support for a higher-level Manager, Executive Staff Member, or public works program.
  • Two years of government experience.
  • Demonstrated knowledge of State government organization and administrative procedures; Federal and Local government functions; office methods and procedures; research methods and data collection; State and agency functional and personnel policies.
  • Demonstrated ability to work independently or with little supervision, multi-task and shift focus quickly, and respond quickly to whatever issue has arisen.
  • Knowledge of construction terminology, an overview understanding of public works processes, capital budget processes, or a demonstrated ability to learn details quickly, to support the Chief successfully. The ability to maintain confidentiality in the performance of this role.
AND

Demonstrated ability to/of:
  • Work independently with little supervision.
  • Speak before groups effectively.
  • Ability to plan and organize large-scale, cross disciplinary meetings.
  • Skilled in Microsoft Excel, Visio, PowerPoint, SharePoint, Word, and Outlook.
Preferred/Desired Qualifications:
  • Two years of experience with CPD, or other Public Works program.
  • College-level courses in business, public administration, or office administration.
  • A Bachelor’s degree in public administration or business administration from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent, or closely allied field, and three years of administrative or supervisory experience.
Graduate study may substitute for up to two years of experience on a year-for-year basis.
